Available in PDF, EPUB and Kindle. Book excerpt: When the controversy over the Siberian natural gas pipeline erupted in 1982, it was not the first time that the issue of East-West energy trade had brought the United States into conflict with its Western European allies. It was, however, the first time that the United States lacked the leverage necessary to change its allies' policies. In addition American political opposition more closely resembled the politics of the 1980 grain embargo than the anti-energy trade consensus of earlier decades. How are these changes to be explained? What have their consequences been for American economic coercive power against the Soviet Union? Bruce Jentleson addresses these and other crucial questions in this comprehensive and incisive study.

Contributors investigate the ways new commercial alliances develop as a result of economic agencies established via the Arab-Israeli peace process and look at institutions which contribute to redirection of Arab intra- and inter-regional trade, such as the Palestine Monetary Authority, the Middle East Development Bank and free trade zone agencies in Aquaba and Dubai.

Available in PDF, EPUB and Kindle. Book excerpt: During the first three decades following the Second World War, an increasingly open international trading system led to unprecedented economic growth throughout the world. But in recent years, that openness has been threatened by increased protectionism, regional trading arrangements—Europe 1992 and the U.S.-Canada Free Trade Agreement—and setbacks in negotiations on the General Agreement on Tariffs and Trade. In Trade and Protectionism, American and East Asian scholars consider the dangers of this trend for the world economy and especially for East Asian countries. The authors look at the current global trading system and at the potential threats to East Asian economies from possible regional arrangements, such as separate trading blocks in the Western Hemisphere and Europe. They cover trade between the United States and Japan, Korea and Japan, and Japanese-East Asian trade policies; trade in agriculture and semiconductors and the frictions that have jeopardized this trade; and direct foreign investment. The contributors round out the work with discussions of the political economy of protection in Korea and Taiwan and political economy considerations as they affect trade policy in general. This is the second volume of the National Bureau of Economic Research-East Asia Seminar on Economics. The first volume, The Political Economy of Tax Reform, also edited by Takatoshi Ito and Anne O. Krueger, addresses tax reform in the global economy.

The authors, a group of international scholars, examine the potential use of East-West trade as an instrument to influence Eastern policies, and they assess the effects of U.S. unilateral imposition of embargoes and sanctions against the Soviet Union and Eastern European countries. They conclude that although East-West economic relations suffer during times of increased international tension, trade between them is an important stabilizing element.

Available in PDF, EPUB and Kindle. Book excerpt: David Ricardo's law of comparative advantage and his finding that free trade increases the wealth of all participating nations is one of the very few economic laws which is accepted by almost all economists. But economic reason and economic policy do not always follow the same path. This especially applies to trade policies. A substantial and growing part of trade between Japan, Europe and the US does not follow the principles of free trade, but is more accurately managed trade. The management of international trade, international trade negotiations, and the political dynamics of trade conflicts create a complex reality which follows its own laws without regard to economic policy prescriptions. This political-economic reality was the subject of the conference 'The Political Economy of Trade Conflicts' organizedjoindy by the German Institute for Japanese Studies and the Friedrich-Ebert-Foundation together with the Institute of Modern Political Science and Economics of Waseda University in December 1993. We present the results of the conference in this reader. Three issues were of special importance: the US-Japanese conflict over the reduction of trade imbalances via quantitative import targets; the liberalization of trade in agricultural products, especially the opening of the Japanese rice market; and the trade tensions between the European Union, the US and Japan in high technology industries. The conference took place immediately before the conclusion of the Uruguay Round, and yet its subject continues to be of high political importance. In early 1994, the US-Japan conflict around quantitative import targets became more tense.

Book excerpt: Partners in East-West Economic Relations: The Determinants of Choice covers the proceedings of an international conference of the same name held at Montebello, Quebec on April 26-29, 1978. This conference brings together various professionals to address contemporary international economic relations issues. One of the three major issues tackled in this compilation is the reintegration of the economics of the Soviet Union and Eastern Europe into the international division of labor. This compendium also studies the determinants of the choice of partners in East-West relations at the national and subnational levels. The last major topic concerned in this selection is the similarities and differences between partnerships in the East-West and North-South contexts. This compendium will be of interest to those interested in economics and related disciplines.

Book excerpt: An expert on East European politics and economics analyzes and evaluates Western policies toward the new East European democracies as they struggle to build stable political orders and functioning market economies. He argues that the West must give higher priority to assisting the region and reorient its strategies so as to emphasize the political and administrative dimensions of economic reconstruction. He reviews the economic legacy of past Western policies and of Eastern Europe's previous dependency on the Soviet Union, and then examines in detail the changing East-West trade patterns, the prospect for Western investment and technology transfer, the questions of finance, debt, and foreign aid, and the dilemmas of market reform. Students, scholars, policy analysts, historians, and business people will find this fascinating reading. It is an excellent text for courses in U.S. foreign policy, comparative politics, international political economy, East European and Slavic studies, comparative economics, and international trade and finance.
