Book excerpt: Seminar paper from the year 2013 in the subject Economics - Other, grade: 1,0, University of Wrocław (Master of Managerial Economics), course: Economic Policy, language: English, abstract: For an appropriate comprehension and consequently treatise of the German ‘Treuhandanstalt’ (THA) or shortened ‘Treuhand’, trust agency as literal translation and privatization agency as analogous translation, it is absolutely necessary to keep in mind the history and context. “It would be hard to devise a better controlled experiment for comparing different economic systems than the experience provided by East Germany and West Germany: two nations that formerly were one, occupied by people of the same background, the same culture, and the same genetic inheritance, torn apart by the accident of war. On one side of the Berlin Wall is a relatively free economic system; on the other side, a collectivist society” (Milton Friedman 1986, cited in Collier/Siebert 1991: 196). Milton Friedman was assuredly surprised when his ideal field for experimentation of comparing ran in another direction three years later. As commonly known, the mentioned Berlin Wall fell on 9 November 1989 and became the starting point of a never seen before transformation of the German Democratic Republic (GDR) according to his geographical and geostrategic position also known as East Germany. Nevertheless the statement of the recipient of the Nobel Memorial Prize in Economic Sciences and in general one of the most famous economists of the 20th century remains unaffected. The origin of the so-called ‘German reunification’ or ‘the turning point’ is unique; the still special circumstances liberated by the fall of the Berlin Wall, which only formed part of a series of the demolishing Iron Curtain, led to incomparable possibilities regarding transformations in many countries in Central and Eastern Europe (CEE). The formal political accession, occurred on the 3rd October 1990, is a quite famous date and its anniversary is nowadays the national day, the ‘day of German unity’. The Federal Republic of Germany (FRG), previously known as West Germany, from this day forth consisted of sixteen federal states, eleven old and five new ones. But another, earlier aspect of the reunification is not so well known: the bilateral state treaty about the creation of a monetary, economic and social union (MESU) of 18 May 1990, that came into effect on 1 July 1990. This was the comprehensive economic integration of the command economy GDR in the capitalistic, more precisely social market economy, FRG.

" (Hayek, 1945, p. 523) This book is based on my research for the degree of Doctor of Philosophy which I received from Lancaster University, England in the second half of 1997. It is an analysis of the structural transformation of the economic system in East Germany and the behavioural relations these changes imply. The approach of institutionalised transformation (not the least by the creation of the Treuhandanstalt) is examined with a theory-based framework which is derived from system-theoretical, evolutionary and constitutional-ethical considerations as well as from the newly developed adjustment model which has been constructed as a dynamic transformation approach. A relationship between norm changes, the new institutional framework of the economic system and the compatibility of the latter with changes of the remaining partial societal systems is recognised. Rigidity factors in the system's flexibility to react as well as the adjustment of economic behaviour to structural changes are analysed. The "marginal product of system change" is defined (section 2. 8. 2).

Large, state owned enterprises (Volkseigene Betriebe), often grouped into huge industrial conglomerates (Kombinate), made up 80.7 percent of total assets. Cooperative property accounted for another 14.7 percent in March 1990. Private property merely amounted to 4.7 percent of economic resources and was confined to small-scale businesses, restaurants, and craft shops. Employment was consequently almost entirely in the hand of the state leaving only about 2 percent of the workforce independently employed (Merkl 1994, p. 200). Also, the structure of the GDR economy differed largely from its western counterpart. Employment was heavily concentrated in sectors and branches that had actually been declining in the West. The production was skewed towards agriculture, energy, mining and manufacturing, which together accounted for 47 percent of employment in the GDR (37 percent in the BRD) (Lange and Pugh 1998, p. 32). As shown in table 1 agriculture, forestry and fishery, energy and mining as well as textiles and clothing employed almost 18 percent of the GDR’s workforce in contrast to 7 percent in West Germany. Further differences appeared in the service and trade sector which, by Western standards, was rather underdeveloped in the GDR. [...]

Furthermore, the paper argues against restructuring policies of the Government’s property trust and proposes to set decreasing limits on the trust’s finances for the years following 1993. The decreasing financial inflow will force the Government’s trust to close firms, and will also signal the commitment of the Government to liquidate the trust itself by, say, the year 2000.

Beginning with an analysis of the Soviet bloc as a state-capitalist formation, the GDR's economic history is charted, with detailed examinations of the challenges to Soviet-style autarky that were posed by the globalising world market, as well as of GDR policymakers' attempts to use Western imports and credits as a 'whip' to spur growth. The book's central section consists of an exploration of the ambivalent attitudes of East German policymakers and industrialists towards their West German counterparts in the 1980s, as the whip was transformed into an ever-tightening noose of debt. Here, a prodigious range of secondary sources as well as hitherto unpublished documents from the archives of the old regime are drawn upon to document the means by which relative economic decline and dependency upon Western institutions came to constrain the options available to the East German nomenklatura. Whether it is poor-performing bank loans in Japan and Korea, military bases in the United States, or real estate in eastern Europe, the challenge of public divestment is more than just a question of how to map a path to economic efficiency. Conventional wisdom in public management and privatization literature says that the execution of such enormous tasks as divestment is typically done poorly, and that the government strategy is likely to be inefficient. Mark Cassell argues that privatization must be understood as a political and administrative puzzle rather than simply an exercise in economic efficiency. This study of two successful divestment agencies — the U.S. Resolution Trust Corporation and the German Treuhandanstalt — presents a complex understanding of the two agencies' performance in privatizing hundreds of billions of dollars of assets following two very different crises, the savings and loan debacle in the United States and unification in Germany.
