Book excerpt: Excerpt from Report on Analysis of Five-Year Building Program of Board of Education, 1917: Proposed Two and Three Year School Building Programs Gentlemen: The Committee on Municipal Research, at your direction, has analyzed in detail the Five Year Building Program of the Board of Education presented in the monograph "A Million a Year." The Committee reports that, in its opinion, the amount requested, $5,600,000, may be reduced to $4,498,220, and that the smaller amount will still make adequate provision for the expansion of the school plant necessary to operate the schools during the next five years, according to the educational program adopted by the Board of Education, the correctness of which the Committee has accepted for the purpose of this analysis. Before completing its report the Committee submitted its preliminary findings to Dr. Spaulding and his criticisms and suggestions were carefully considered in preparing the final report. As the estimates of the Board of Education for the last part of the five year period are necessarily dependent on factors which cannot be definitely determined so far in advance, your Committee has, in addition to its analysis of the five year program, prepared estimates for a two and three year program. The estimates for two years amount to $2,472,975 and for three years $2,945,063. The purpose of preparing a three year program was to show how expenditures may be reduced after the present plant has been brought up to the standard of equipment proposed in "A Million a Year." Dr. Spaulding's recommendation for buildings and additions to be completed before September 1st, 1918, (not yet adopted by the Board of Education) were taken as the basis of the proposed two year program. To this were added the amounts (based on the five year program) needed for new sites, additions to play-grounds and improvements needed to reduce fire risk and to bring present school buildings up to a proper standard of equipment. The estimates for the three year program are only slightly larger than for two years because they include, in addition to the two year program, merely the amounts necessary to provide for the normal increase in school population for the third year. The Committee on Municipal Research respectfully recommends that the Association express its approval of the five year building program of the Board of Education involving an expenditure estimated at $4,498,220. The Committee further suggests that the Association recommend the authorization of bonds amounting to $2,472,975 to provide funds for carrying out the plans for the first two years of the five year program. In American practice it is distinguished on the one hand from the recitation room, which has only chairs or settees for the pupils and is used, as its name implies, only for reci tations (or sometimes also for lectures and dictation exercises), and on the other from the general study room, which is found more frequently in Europe than With us, and in which a number of class es, aggregating a hundred or two of pupils, spend the assigned hours of study between recitations. The normal American class room accommodates from 30 to 50 (or rarely up to 60) pupils as fixed desks. In some special or private schools the number in a class room is as low as 25; but economy of administration makes b it desirable that the number should not fall below 30 to 35, while efficiency demands that it should not greatly or often ex esed 40. Each pupil has a desk, and the total floor area should not be less than 18 square feet per pupil, with at least 216 cu bic feet as the minimum cubic volume per pupil. Twenty square feet and 260 feet, respectively, are better figures for all ex cept the lower grades attended by small children. A slightly oh long room, with the teacher's desk at one end, is the best shape. Thus for a 40-desk class room in an upper grade grammar school. These problems are very much the same in all elementary schools, whether in urban or rural localities. Their importance, however, is ordinarily more appreciated in the urban than in the rural community. For this reason a presentation of the conditions necessary to make the rural school a better physical plant and an institution of greater service to the community is worthy of our best efforts. We may differ as to the means whereby this can most successfully be accomplished. We may even feel that the effort to redeem the one- and two-teacher rural school from its shortcomings is a questionable policy, in view of the greater efficiency of the consolidated school. But with our democratic form of school government we can not hope to eliminate the small rural school, until we can build up an appreciation of what a better plant can give us. In many instances this appreciation can best be secured by increasing the efficiency of the existing rural school plant. In a great many other cases it is the only means whereby the rural school population of this and possibly the next two or three decades can hope to secure such a training as will give it an inkling of the real problem of school education. As long as only feeble efforts are made to improve the rural school as it exists in most of the localities where it is established, or as long as the efforts made reach beyond the vision of the rural voter, hundreds of thousands of boys and girls in poor schools will grow up with such narrow conceptions of the mission of the public schools that improvements which should come within a generation are delayed for a century. Timely and well directed efforts to improve the rural school are sure to bring their rewards not only in increased opportunities to the children who attend, but also in an enlarged vision of the value of the public school to the community as a whole.
