Book excerpt: Excerpt from The Philippine Islands It would be well, indeed, if all here at home could be led to join in the opinion of Americans in the Philip pines, of whatever party, that democratic principles of government must be considerably modified when the people to be governed have the racial qualities, tradi tions, and history of the Filipinos. Unless there be a unity of sentiment among the American people, an eager ness of spirit to solve the problem in the best possible way with the sole view of the welfare of the Filipino, the experiment now inaugurated will fail. The difficulties of the problem we are only now learning to appreciate; until the conditions are better known, we should suspend judgment and certainly be less prone to destructive criticism of the pioneer service now being performed. Book excerpt: Excerpt from The Philippine Islands: Illustrated Because of the importance of the matter and the fact that invisible influences, political and private, are working in both the lower and upper houses of the United States Con gress in both parties to force these valuable Islands out of the hands of their real owners - the American people - I am reprinting in this smaller form the Philippine section of my larger work, United States Colonies and Dependencies. In that are gathered the results of my observations and investiga tions in Porto Rico, Alaska, the Hawaiian Islands, Guam, the Philippines, the Panama Canal Zone, and interesting matter relative to our dependencies, Cuba, Haiti, the Dominican Republic and the Republic of Panama. The gathering of this material involved a special trip of miles to Alaska, visits to Porto Rico, the West Indies and the Panama Canal, and a journey around the world. Altogether, I traveled about miles in securing the photographs and information used in my complete work, United States Colonies and Dependencies. The matter herein contained first appeared in The Saturday Blade, one of our four publications. If widening of human knowledge and a better capacity for the solving of our national problems are in any degree the result of this or my larger book, I shall count myself well paid. It certainly has given me a broader and more certain understanding of the world, and a larger love for my own country. Book excerpt: Excerpt from The Story of the Philippines: For Use in the Schools of the Philippine Islands Supplementary readers in all the varied lines of instruction are acknowledged to be an important part of the school equipment. Through them the pupil's reading is made to prepare him for his studies and to contributs directly to their enhanced value and interest. The text-book in geography can give little more than the essential outline; it cannot go into the details of the everyday life of the inhabitants of Cuba or of New Zealand - such details as make people and places real. The school history can give scant space to the physical aspect of a country, to the surroundings that influence a nation's development, yet without such knowledge the study lacks its true basis. In one way or another one constantly finds need of knowing the world and its people. Under this title of "The World and its People" the publishers are offering a series of readers intended particularly to supplement the geography, and, in general, to contribute to the broadest education of young people. Our near neighbors, our antipodes, and the peoples that live between these extremes are studied in turn, so that the series as a whole gives a comprehensive view of the world in its geographical aspect. Book excerpt: Excerpt from Nature Study Reader for the Philippine Islands Success in Nature Study, more than in most other subjects, must depend upon the work of the teacher. The following chapters are very simple in treatment, and previous training in botany on the part of the teacher is not at all essential, yet their use as a reading text alone is not the thing expected. The pupils should make almost constant use of a note-book and pencil. The plants described have been chosen chiefly on account of their familiarity and availability throughout the Islands, and the pupils should make their sketches directly from nature. They seem to take consid erable pride in the preparation of such a Nature Study note-book, and it is the best aid to accurate observation. The teacher can easily extend the range of topics studied. The thirty chapters should not be exhausted in less than sixty or seventy lessons. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Laws Relating to Public Lands in the Philippine Islands The first Philippine Commission, usually known as the Schurman Commission, in its report states (Part IV, p. 91): "It has been impossible to obtain accurate data or information with reference to the public lands and other public property belonging to the Spanish Government as sovereign in the Archipelago. From general information gathered from various sources, particularly from natives acquainted with the provinces, the opinion has been formed that the public domain in the Archipelago is very large. Some place it as high as one-half of the area of the Archipelago. "For the most part these lands are in the more remote and inaccessible portions of the islands, being the mountains, the uplands and other lands more or less remote from means of communication. It is said, for instance, that of the province of La Union, which, with respect to mountains, uplands and remote lands, may be taken as an average mountain province, one-half is public domain. These lands are wild and wooded, in many cases with valuable growing timber standing upon them. The mines of coal, iron, copper, gold and other mineral deposits, which by many are believed to abound in the islands, are in a large measure, it is said, to be found upon this public domain. So far as has been learned, the surveys of this land have been meager and very incomplete. When proper means of communication have been developed and proper measures adopted for taking advantage of the benefits of these lands they will doubtless form a large reserve source for the benefit of the government of the islands." The first report of the Taft Commission, which bears date of November 30, 1900, contains the following statement relative to the public lands: The total amount of land in the Philippine Islands is approximately 29,694,500 hectares, or 73,345,415 acres. Of this amount it is estimated that about 2,000,000 hectares, or about 4,940,000 acres, are owned by individuals, leaving in public lands 27,694,500 hectares, or 68,405,415 acres. The land has not been surveyed and these are mere estimates. Of the public lands there are about twice or three times as much forest land as there is waste land. The land is most fertile and for the greater part naturally irrigated. There was a very great demand for this land, but owing to the irregularities, frauds and delays in the Spanish system, the natives generally abandoned efforts to secure a good title and contented themselves with remaining on the land as simple squatters, subject to eviction by the State. In 1894 the Minister for the Colonies reported to the Queen of Spain that there were about 200,000 squatters on the public lands, but it is thought by employees in the forestry bureau, who have been in a position to know, that there are fully double that number. In the various islands of the Archipelago the proportion of private land to public land is about as stated above, except in Mindanao, Mindoro and Palawan (Paragua), where the proportion of public land is far greater." Book excerpt: Excerpt from Reciprocity and the Philippine Islands It is now a number of years since I had the pleasure of participating in the Grant Day banquet of this Club. But I remember with distinc'tness the hospitality and enthusiasm of your members, which do not seem to have lost anything in the lapse of years. The toast to General Grant has been assigned to an orator who has shown himself by his magnificent oration how well chosen he was; and I shall not take your time in referring to the great qualities of that silent soldier, which seemed framed by Providence to meet the great exigencies of the Civil War, when our country was apparently in the throes of dissolution - qualities which restored victory to the armies of the Union and brought about the peace which Grant proclaimed and loved so well.
