Book excerpt: Explores the future security environment that will shape the threats to American interests during the next century. The Congress has sought to encourage the DoD to think innovatively about and anticipate the range of security threats that may confront us in the future and to deal with these threats effectively. For this reason, Congress mandated that the U.S. Commission on National Security/21st Century (U.S. CNS/21C) take a broader look at the security environment the U.S. will face in the next quarter century. Witnesses: Gary Hart and Warren B. Rudman, Co-Chairs, U.S. CNS/21C; and U.S. Rep. Ike Skelton and Floyd Spence.

Book excerpt: "After our examination of the new strategic environment of the next quarter century (Phase I) and of a strategy to address it (Phase II), this Commission concludes that significant changes must be made in the structures and processes of the U.S. national security apparatus. Our institutional base is in decline and must be rebuilt. Otherwise, the United States risks losing its global influence and critical leadership role. We offer recommendations for organizational change in five key areas: ensuring the security of the American homeland; recapitalizing America's strengths in science and education; redesigning key institutions of the Executive Branch; overhauling the U.S. government's military and civilian personnel systems; and reorganizing Congress's role in national security affairs"--P. xiii.

Book excerpt: The US Commission on National Security for the 21st Century-informally known as "Hart-Rudman" for its co-chairs, former senators Gary Hart and Warren Rudman-was chartered by Defense Secretary William Cohen in the summer of 1998 to study several critical national security issues. In September of 1999 the commissioners provided the Secretary with their first (Phase I) report, which seeks to characterize the future security environment the United States will face over the next 25 years. The author served as a full-time member of the senior study group supporting the commission during Phase I. In this briefing he first describes highlights and some supporting details of the Commission's Phase I work. Next he offers his views on what the Commission has added to the national security debate. The author concludes with several observations regarding the likely contributions by the Commission and its senior study group in the remaining phases of their work.

Available in PDF, EPUB and Kindle. Book excerpt: This work builds on earlier publications in this series, particularly Occasional Paper Number Nine, The Creation of the National Imagery and Mapping Agency: Congress's Role as Overseer, by Anne Daugherty Miles. The author of the present paper has examined how the Coast Guard became a member of the Intelligence Community, how Congress was involved, and how Congress will likely be increasingly involved in the organization of the Community. Although the United States Coast Guard has utilized intelligence capabilities since the service's inception in 1790, the Coast Guard was not included as a formal member of the Intelligence Community until December 2002. Mr. Wirth describes the story behind the short but significant amendment to the National Security Act of 1947 which resulted in the Coast Guard's formal entry into the Intelligence Community. Researched within eighteen months of passage, this case study exhaustively documents extensive congressional and Coast Guard staff work. Interviews at the action officer level clearly reveal the view from the bureaucratic trenches, and additional attention to talking points, meeting minutes, and email summaries add immediacy as they further clarify positions from within departments, staffs and agencies. A brief examination of the surrounding political and geopolitical events, such as the bombing of the USS Cole, political changes in Congress, internal Coast Guard actions, and the tragic attacks of September 11th, provide context to the passage of this provision. Derived from a thesis completed in 2003, this paper illustrates the importance of gathering electronic data immediately, since much of the reference material on which this study is based existed only as informal e-mail or documents stored on computers. Much of it likely would have been erased had the research started even a year later.

The U.S. Commission on National Security/21st Century will build upon this foundation to recommend a new strategy for the advancement of American interests and values. It will then propose, as necessary, new structures and processes for U.S. foreign and security policies in order to implement that strategy.

"Sonny" Montgomery helps readers relive the Montgomery GI Bill's 1987 enactment, while learning each step of the way. Across the Aisle's extensive illustrative material brings the legislative process alive, as readers travel the historic legislative road with Congressman Montgomery himself as escort, storyteller, mentor, and colleague Congressman Montgomery served his Mississippi constituents for thirty years. Twenty-eight of those years included service on the House Committee on Veterans' Affairs, fourteen years as its chairman. Montgomery and a handful of colleagues understood that the success of our all-volunteer military would hinge on a permanent "GI Bill" education program. Indeed the Montgomery GI Bill has proven to help America on many fronts, including post-secondary education and training, national security, military recruiting, workforce and youth development, economic competitiveness, and civic leadership Montgomery's unique first-person account brings Washington, D.C., and lawmaking alive with enduring lessons in leadership, persuasion, civility, and that timeless virtue--perseverance.
