Book excerpt: This pioneering work of political history recovers the central and largely forgotten role that petitioning played in the formative years of North American democracy. Known as the age of democracy, the nineteenth century witnessed the extension of the franchise and the rise of party politics. As Daniel Carpenter shows, however, democracy in America emerged not merely through elections and parties, but through the transformation of an ancient political tool: the petition. A statement of grievance accompanied by a list of signatures, the petition afforded women and men excluded from formal politics the chance to make their voices heard and to reshape the landscape of political possibility. Democracy by Petition traces the explosion and expansion of petitioning across the North American continent. Indigenous tribes in Canada, free Blacks from Boston to the British West Indies, Irish canal workers in Indiana, and Hispanic settlers in territorial New Mexico all used petitions to make claims on those in power. Petitions facilitated the extension of suffrage, the decline of feudal land tenure, and advances in liberty for women, African Americans, and Indigenous peoples. Even where petitioners failed in their immediate aims, their campaigns advanced democracy by setting agendas, recruiting people into political causes, and fostering aspirations of equality. Far more than periodic elections, petitions provided an everyday current of communication between officeholders and the people. The coming of democracy in America owes much to the unprecedented energy with which the petition was employed in the antebellum period. By uncovering this neglected yet vital strand of nineteenth-century life, Democracy by Petition will forever change how we understand our political history.

Available in PDF, EPUB and Kindle. Book excerpt: This book looks at petitions over the last five centuries to reconstruct the lives and opinions of 'humble' petitioners. Since Pharaonic times, governments have allowed their subjects to voice opinions in the form of petitions, which have demanded a favour or the redressment of an injustice. To be effective, a petition had to mention the request, usually a motivation and always the name or names of the petitioners. As a result, grievances of ordinary people which were not written down anywhere else are now stored safely in the archives of the authorities to which the petitions were addressed. The petitions considered in this book, which come from all over the globe, offer rich and valuable sources for social historians.

Book excerpt: Using the way of storytelling, this book examines the petitions of the migrants of a dam in China. With the intensive and thorough analysis of the unique logic behind the petitions, it explores the complex relationship between Chinese peasants and governments, where people may find the key to the mysteries of Chinese society. As the first academic monograph which systematically studies petition, the peculiar Chinese social phenomenon, this book describes the collective action of the rural migrants who had fallen into poverty due to the construction of a dam in China’s Three Gorges area. By investigating the ups and downs of the petitions, it reveals the operating mechanism of Chinese counties, the conflicts between the officials and the masses, as well as Chinese political culture, especially the subtle process of the contest of powers. It observes that the peasants’ pursuit of justice not only temporarily maintains the balance of interests, but also makes the legitimacy of the party-state been reproduced. With substantial first-hand materials and empirical analyses, this book will be a valuable reference for scholars and students to study Chinese politics and society.

Book excerpt: Public Petitions and Early Day Motions (EDMs) are both processes that are used by Members of Parliament to bring to the attention of the House of Commons the concerns of particular groups of the population. EDMS are frequently drafted by groups or organizations outside the House and then tabled by Members as demonstrations of support for them. Both procedures allow the public to engage with Parliament, either directly, by signing a Petition, or indirectly, by urging their Member of Parliament to add his or her name to an EDM. This report examines the current procedures that govern them, whether they are appropriate and effective and how well they meet the demands which Members wish to make of them. For Public Petitions the Committee recommends: a requirement on the Government to respond formally to all petitions within two months of their presentation; publication of the texts of petitions and responses to them in Hansard; easier access to petitions on the parliamentary website and opportunities for debates on petitions in Westminster Hall. For Early Day Motions, the Committee recommends the continuation of the present arrangements for the printing of EDMs, but there should be further consideration of e-tabling and that the Modernisation Committee should consider the introduction of a separate procedure to allow substantive motions tabled by backbenchers to be debated.
