Book excerpt: The paper uses a large survey (GSOEP) to analyze the labor market performance of immigrants in Germany. It finds that new immigrant workers earn on average 20 percent less than native workers with otherwise identical characteristics. The gap is smaller for immigrants from advanced countries, with good German language skills, and with a German degree, and larger for others. The gap declines gradually over time. Less success in obtaining jobs with higher occupational autonomy explains half of the wage gap. Immigrants are also initially less likely to participate in the labor market and more likely to be unemployed. While participation fully converges after 20 years, immigrants always remain more likely to be unemployed than the native labor force.

New insights into the concepts of bonding and bridging arise through quantitative research methods, using longitudinal and crosssectional data. Referring to a dense network with 'thick' trust, bonding is measured as family ties, co-ethnic ties and trust in the family. Immigration has become a major issue in Germany. Germany still does not have an official immigration policy in spite of the fact that more than 8 percent of the residents are non-citizens and that Germany · s immigration figures almost have reached the US figures. The foreign Iabor supply strongly influences the German Iabor market. The bulk of foreign workers is employed in certain industries. In some industries (mining, steel) 20 and more percent of the employees are foreign workers. Most foreign workers are blue collar workers with low wages. The Iabor demand for immigrants has declined in the last 15 years while the foreign population and Iabor supply has increased. As a consequence, foreigners experience higher unemployment rates than Germans. The fall of the Berlin wall and the collapse of the communist regimes in East Europe further increased the blue collar Iabor supply and strengthened the competition for foreign workers on the German Iabor market.

Zudem werden die Einkommensunterschiede zwischen Migranten und Einheimischen durch unterschiedliche Persönlichkeitsmerkmale beeinflusst. Schließlich verdeutlicht ihre Arbeit, dass Unterschiede in den Arbeitsmarktintegrationsprozessen zwischen Migrantinnen und Migranten, die als Single migrieren und jene, die im Familienkontext migrieren, bestehen. Aufbauend auf diesen drei Haupterkenntnissen fördert Brenzel nicht nur das Verständnis von Lohnunterschieden, sondern erweitert auch das bestehende Wissen um die Integration in den Arbeitsmarkt von oft vernachlässigten Gruppen, indem sie diese in den Vordergrund rückt.

Book excerpt: Of all countries in Western Europe, Germany has experienced the most intense influx of immigrant labor after World War II. An important characteristic of this immigrant flow has been its heterogeneity both with respect to the motivation to migrate and to skill endowments. The skills and, thus, the average earnings of post-war ethnic German migrants exceed those of foreign guest-workers substantially. However, when these different immigrant groups are compared to the appropriate control groups of native workers, in particular accounting for educational endowments and labor market segments, remaining differences are minor. Most importantly, in contrast to classical immigration countries, no stable pattern of earnings growth is associated with the migrants' duration of residence in their host country.

Book excerpt: As Germany works to get its refugee population into employment, immigrant labor market assimilation has become a major policy concern. The German economy has undergone significant structural changes since the first cohort of guest workers arrived over a half century ago, with the corporatist features that defined the German model now much weaker. This report examines how this shift towards greater liberalization has affected immigrants in the German labor force relative to natives. Using data from the German Socio-Economic Panel, I find that immigrants’ position in Germany’s labor market institutions changed considerably in the period from 1984 to 2016. Working immigrants were originally more likely to hold permanent contracts, have works council representation, and belong to trade unions than native Germans, but the relationship has reversed in all three cases. During this period, immigrants were 50% more likely to exit union membership than natives after controlling for demographics, labor market events, and industry and occupation. Immigrant-native income and wage gaps have widened, although structural features of the German labor market likely mitigate intergroup inequality. I conclude by discussing refugees’ limited prospects of entering the primary labor market and what policymakers can do to improve them.

Using all waves from the microcensus, we study their labor market integration over the last 50 years and highlight differences to the US case. Although the employment gaps between immigrant and native men decline after arrival, they remain large for most cohorts; the average gap after one decade is 10 pp. Conversely, income gaps tend to widen post-arrival. Compositional differences explain how those gaps vary across groups, and why they worsened over time; after accounting for composition, integration outcomes show no systematic trend. Still, economic conditions do matter, and employment collapsed in some cohorts after structural shocks hit the German labor market in the early 1990s. Lastly, we examine the integration of recent arrivals during the European refugee “crisis” and the Russo-Ukrainian war.
