Book excerpt: This qualitative study analyzed the perceptions of public school principals and assistant principals regarding the appropriateness of school counselor duty assignments. Perceptions of the participants were compared to the recommendations published in 2005 by the American School Counselor Association (ASCA) in its National Model. Further comparisons were made between the perceptions of elementary and secondary administrators. Participants (N=91) represented 15 of the 16 school districts in one south central county in Pennsylvania. A survey was used to collect data as well as subsequent interviews with 12 randomly-selected participants. Results indicated that although most participants rated themselves as only slightly familiar with the ASCA National Model, their perceptions regarding which counselor duties were important and which were not important matched the recommendations in the model. The duty ranked most differently by elementary and secondary principals was the delivery of classroom guidance lessons, which the elementary principals felt was much more important than the secondary principals. Although some non-counseling duty assignments were discovered during the data collection process, results indicated a very favorable outlook for school counselors who wish to comply with the ASCA National Model and implement an effective comprehensive guidance program for their school.

No Child Left Behind has created standards that are tied to and driven by accountability and academic standards. School counselors roles and responsibilities vary from district to district and from school to school. School counselors are often asked to perform duties that are not congruent with the curriculum they are asked to implement. The Georgia Curriculum for counselors has outlined tasks, duties, and responsibilities for school counselors. The task dimensions are aligned with the American School Counselor Association (ASCA) model and defines roles and tasks that are appropriate and inappropriate for school counselors. The purpose of this study was to determine to what extent school counselors in Georgia are implementing the state Guidance Curriculum. Georgia school counselors who are members of ASCA were sent surveys via email and were asked to click on a link that directed them to a site for them to respond to the survey. The number of actual delivered emails was 328 and the return rate was 33.84%. School counselors were asked a series of questions that asked them to respond to items that listed a variety of tasks and duties that are listed as part of the state guidance 2 curriculum. Included in the survey were tasks and duties that, according to ASCA are deemed inappropriate for counselors to perform. Counselors response to the survey items determined their beliefs regarding the tasks they perform on a daily/weekly basis and if they believe specific tasks they perform have an impact on student achievement. The findings of this study indicated that the majority of Georgia school counselors who responded to the survey are implementing the Georgia curriculum. The results also indicated that counselors believe that many of the tasks and duties they perform have an impact on student achievement. In addition to these findings, it was determined by counselor report that Georgia school counselors are still performing some inappropriate clerical and administrative tasks.

Book excerpt: Despite the development of the American School Counseling Association's National Standards for school counseling programs, the school counseling profession continues to struggle with role ambiguity and role conflict. In an effort to gain additional information regarding the school counselors' role, this study employed a research survey design to examine the principals' and counselors' perceptions of the school counselors' role and to investigate the similarities and differences between those perceptions. A purposeful sample of 141 public school principals and 149 counselors from elementary and secondary schools located within Region 4 in southeast Texas were solicited to complete a modified version of the School Counselor Activity Rating Scale (SCARS) (Scarborough, 2005). The researcher analyzed the data obtained from the SCARS by calculating frequency distributions and percentages for each statement of the SCARS to determine which activities were perceived by principals and counselors as most and least important. The findings of this study indicate the majority of principals and counselors have similar perceptions on 35 of the activities and differing perceptions on 15 of the activities measured on the SCARS.

Book excerpt: Author's abstract: During the study, the researcher investigated the role perceptions of Georgia elementary school principals after the implementation of A+ Education Reform Act of 2000. Principals are being held accountable for making significant changes withiin their schools. The reform movement may make the principal's job more demanding since new responsibilities have been added and few or none have been taken away. Demands that are now being placed on principals are such that few people are willing to step up and take on those responsibilities. Principals, as building administrators, have firsthand knowledge of the positive and negative impacts A+ Education Reform Act of 2000 has had on the effectiveness of the school and should be given the opportunity to express this information in the midst of education reform. A descriptive research study was developed to gather data from Georgia elementary principals across the state. From those surveyed, 187 responded to the survey. The researcher addressed role perceptions on both general and specific components of the A+ Education Reform Act of 2000. The researcher gathered both qualitative and quantitative data. The results from this study clearly showed that principals have a strong understanding of A+ Education Reform Act of 2000 as it pertains to their roles as building administrators as well as possession of skills needed to handle conflict with different stakeholders. Of the eleven components studied, three components reported to be "very valuable," with four more components proved to be "valuable." Four components were reported to be of "little or no value." The researcher's findings strengthened data previously gathered in a recent study to impact policy makers and educators for planning, implementing and changing present and future educational reform.
