While Great Britain's Poor Law Commissioner he drafted the Irish Poor-Law Act (1832). One of the first to assert that relief bred a culture of dependency and a resistance to work, he advocated the abolition of relief except as a last resort. Includes sections on urban poor, workhouses, housing conditions, child labor, vagabonds etc. In addition to the present study, he wrote A History of the English Poor Law (1854) and A History of the Scotch Poor Law (1856). Like his other studies, this one relates the evolution of poor laws since the medieval era to economic, social and political history. Notably sophisticated works, they were held in high regard by Sir Leslie Stephen and F.W. Maitland.

Book excerpt: Social welfare, increasingly extensive during the seventeenth and eighteenth centuries, was by the first third of the nineteenth under considerable, and growing, pressure, during a "crisis" period when levels of poverty soared. This book examines the poor and their families during these final decades of the old Poor Law. It takes as a case study the lived experience of poor families in two Bedfordshire communities, Campton and Shefford, and contrasts it with the perspectives of other participants in parish politics, from the magistracy to the vestry, and from overseers to village ratepayers. It explores the problem of rising unemployment, the provision of parish make-work schemes, charitable provision and the wider makeshift economy, together with the attitudes of the ratepayers. That gender and life-cycle were crucial features of poverty is demonstrated: the lone mother and her dependent children and the elderly dominated the relief rolls. Poor relief might have been relatively generous but it was not pervasive - child allowances, in particular, were restricted in duration and value - and it by no means approximated to the income of other labouring families. Poor families must either have had access to additional resources, or led meagre lives. Samantha Williams is a university lecturer in local and regional history at the Institute of Continuing Education, Cambridge, and a Bye-Fellow in History, Girton College, Cambridge.

While the majority paid their own passage or had the fares paid by relations and friends in North America, there was a sizeable group who could not afford to leave. This book looks at the 300,000 emigrants who went to North America from 19th-century Ireland and who had their fares paid by the British government, landlords, poor law unions, and philanthropists. Most of these emigrants were among the poorest people in Ireland: workhouse paupers, landless laborers, single women, or those living in the congested board areas where they encountered perennial destitution and near famine conditions. They were often regarded as 'permanent deadweight' who could contribute little to their future well-being and would be better off in North America or the colonies. Most of the assisted emigrants experienced harsh conditions in North America. While some were well cared for, such as the Peter Robinson settlers to Ontario between 1823 and 1835, and the Tuke emigrants who were encouraged to settle in Canada and the mid-western states of the US in the 1880s, others had more difficult encounters. Those who were assisted by landlords, such as the marquis of Lansdowne and Lord Palmerston, were sent to Quebec, New York, and St. John and had to look after themselves from the time of disembarkation. Many of the assisted emigrants settled in Five Points in New York, where they lived in squalid conditions, but through perseverance and hard work they bettered themselves. The majority of these emigrants were happy to leave Ireland in the hope of a better life in North America.
