Borthwick, Jenny Brock, Gavin Drewry, Elizabeth Flood, Cliff Grantham, David Jones, David Miers, Douglas Millar, David Natzler, Michael Rush, Donald Shell When reform or abolition of the House of Lords is discussed assertions are frequently made about the relative value of its work; yet there has been little scholarly study of what it actually does. This book is the first to offer a systematic and comprehensive analysis of one complete session. Written by a team of senior academics and officers of both Houses of Parliament, it evaluates every aspect of the activity of the House, including its membership, the treatment of legislation, debates and questions, and select committee work, and contains detailed statistics of sittings and divisions. This thorough and authoritative account will be essential reading for all serious students of the British Parliament, and for all who wish to enter the debate about the future of the House of Lords.

Book excerpt: The Human Rights Act 1998 is criticised for providing a weak protection of human rights. The principle of parliamentary legislative supremacy prevents entrenchment, meaning that courts cannot overturn legislation passed after the Act that contradicts Convention rights. This book investigates this assumption, arguing that the principle of parliamentary legislative supremacy is sufficiently flexible to enable a stronger protection of human rights, which can replicate the effect of entrenchment. Nevertheless, it is argued that the current protection should not be strengthened. If correctly interpreted, the Human Rights Act can facilitate democratic dialogue that enables courts to perform their proper correcting function to protect rights from abuse, whilst enabling the legislature to authoritatively determine contestable issues surrounding the extent to which human rights should be protected alongside other rights, interests and goals of a particular society. This understanding of the Human Rights Act also provides a different justification for the preservation of Dicey's conception of parliamentary sovereignty in the UK Constitution.

Brexit, the #MeToo movement, and the COVID-19 pandemic all presented Parliament with a series of challenges. This edition includes new chapters on Brexit, legislation and scrutiny, the restoration and renewal of the Palace of Westminster treaty scrutiny, votes of confidence and the Fixed Term Parliament Act, and the financing of Parliament. This is a multi-disciplinary work authored by lawyers, political scientists, parliamentary officials, and practitioners and is supported by the Study of Parliament Group (SPG).

The first entry for a particular periodical includes a uniform title along with inclusive dates, format, average length, periodicity, editor or author (if known), and bibliographical references. Subsequent issue-by-issue entries list title, number, inclusive dates, place, imprint, year, and the libraries holding a copy of that issue. The volume contains six indexes, covering period, editor or author, publisher or printer, place, language, and subject. Of particular usefulness for historians is a month-by-month chronological index.
