It focuses on their institutional features and functions, including material and human resources, and uses case studies from Europe, the Middle East and North Africa to illustrate these characteristics in different contexts. The overall development of gendarmeries has been a somewhat paradoxical one. On the one hand, most of these forces have witnessed a considerable expansion, and come to assume an increasingly prominent role in addressing many of the currently most important security challenges, ranging from border control and counterterrorism to public order tasks in international peace operations. On the other hand, there has also been a trend towards the demilitarization of gendarmeries, which in some European countries has ultimately led to their dissolution and integration into the civilian police. The paper suggests an explanation of these seemingly contradictory developments with reference to two broad – and at least partly opposing – trends: the convergence of internal and external security agendas, which to a large extent is a post-Cold War phenomenon; and the demilitarization of internal security, which is a more long-term historical trend and part of the more general democratization process. Based on this analysis, the paper predicts that in the long run gendarmeries are likely to be further demilitarized, eventually losing their formal military status, although in the context of international peace operations militarized gendarmerie forces are expected to play an increasingly significant part.

Book excerpt: The police force is one of the most distrusted institutions in Pakistan, notorious for its corruption and brutality. In both colonial and postcolonial contexts, directives to confront security threats have empowered law enforcement agents, while the lack of adequate reform has upheld institutional weaknesses. This exploration of policing in Karachi, Pakistan’s largest city and financial capital, reveals many colonial continuities. Both civilian and military regimes continue to ensure the suppression of the policed via this institution, itself established to militarily subjugate and exploit in the interests of the ruling class. However, contemporary policing practice is not a simple product of its colonial heritage: it has also evolved to confront new challenges and political realities. Based on extensive fieldwork and around 200 interviews, this ethnographic study reveals a distinctly ‘postcolonial condition of policing’. Mutually reinforcing phenomena of militarisation and informality have been exacerbated by an insecure state that routinely conflates combatting crime, maintaining public order and ensuring national security. This is evident not only in spectacular displays of violence and malpractice, but also in police officers’ routine work. Caught in the middle of the country’s armed conflicts, their encounters with both state and society are a story of insecurity and uncertainty.

The author presents a detailed account of the French Gendarmeries from the old regime up to the First World War, and looks at the reasons for how and why this model came to be exported across continental Europe in the wake of the Revolutionary and Napoleonic armies. In particular their role is examined within the differing national contexts of Italy, Germany and the Habsburg Empire. The gendarmeries, it is argued, played a significant role in establishing the state, particularly in rural areas. As the physical manifestation of the state, gendarmes carried the state's law and a promise of protection, whilst at the same time ensuring in turn that the state received its annual levies of conscripts and taxes This account fully explores how the organisation and style of nineteenth-century soldier-policing in France developed in such a way that it brought the idea of the state and the state's law to much of twentieth-century continental Europe.

While DDR enables a state to recover the monopoly (or at least the preponderance) of force, SSR provides the opportunity for the state to establish the legitimacy of that monopoly.The essays in this book reflect the diversity of experience in DDR and SSR in various contexts. Despite the considerable experience acquired by the international community, the critical interrelationship between DDR and SSR and the ability to use these mechanisms with consistent success remain less than optimally developed. DDR and SSR are essential tools of modern statecraft, but their successful use is contingent upon our understanding of both the affinities and the tensions between them.
