Book excerpt: This guidance note explains why countries in Asia and the Pacific should use technology, including remote sensing and artificial intelligence, to reform property tax management and help strengthen public finances. Outlining why property tax is a stable revenue source, it shows how technology can be used to roll out computerized mass appraisal systems, automated value modeling, and integrated land information systems. It assesses the complex hurdles and financial constraints facing countries and shows how the Asian Development Bank is helping better integrate land management into wider e-government systems.

Book excerpt: Excerpt from An Appeal to the People: The Southern Pacific Company and Their Corrupt Judges of the Supreme Court of California; The Destruction of Individual Citizens by the Southern Pacific Company, by Means of Corrupt Judges as Their Agents But, after the lapse of only a few months, a careful and complete suppression of the facts of this particular case by all the newspapers was established. By what means such suppression was established, the reader may judge for himself, upon the facts here laid before him. Ever since it was established, the public have had no other information of the case than what I could publish at my own expense. Such a publication was made by me in 1896 in a small circular entitled an Appeal to the People, which was spread abroad in San Francisco for about three weeks just before the general election held in November, 1896, offering mv self as an independent candidate for Judge of the Superior Court. Even with such inadequate means of reaching the people, there was in San Francisco such public opinion about the case that I was given at that election, according to the official returns, votes. Another such publication was made by me in March, 1897, in a memorial to the Legislature entitled The Corrupt Judges of the Supreme Court of the State of California, of which some hundreds of copies were distributed. Another such publication was made by me in 1898 in another small circular entitled an Ap peal to the People, again offering myself to the electors of San Francisco as an independent candidate for Judge of the Superior Court, with the result stated below. Available in PDF, EPUB and Kindle. Book excerpt: In the nineteenth century, the colonial territories of California and Hawai'i underwent important cultural, economic, and ecological transformations influenced by an unlikely factor: cows. The creation of native cattle cultures, represented by the Indian vaquero and the Hawaiian paniolo, demonstrates that California Indians and native Hawaiians adapted in ways that allowed them to harvest the opportunities for wealth that these unfamiliar biological resources presented. But the imposition of new property laws limited these indigenous responses, and Pacific cattle frontiers ultimately became the driving force behind Euro-American political and commercial domination, under which native residents lost land and sovereignty and faced demographic collapse. Environmental historians have too often overlooked California and Hawai'i, despite the roles the regions played in the colonial ranching frontiers of the Pacific World. In Cattle Colonialism, John Ryan Fischer significantly enlarges the scope of the American West by examining the trans-Pacific transformations these animals wrought on local landscapes and native economies.

Available in PDF, EPUB and Kindle. Book excerpt: The Black Pacific Narrative: Geographic Imaginings of Race and Empire between the World Wars chronicles the profound shift in geographic imaginings that occurred in African American culture as the United States evolved into a bioceanic global power. The author examines the narrative of the Òblack PacificÓ_the literary and cultural production of African American narratives in the face of AmericaÕs efforts to internationalize the Pacific and to institute a ÒPacific Community,Ó reflecting a vision of a hemispheric regional order initiated and led by the United States. The black Pacific was imagined in counterpoint to this regional order in the making, which would ultimately be challenged by the Pacific War. The principal subjects of study include such literary and cultural figures as James Weldon Johnson, George S. Schuyler, artists of the black Federal Theatre Project, Langston Hughes, W. E. B. Du Bois, and Walter White, all of whom afford significant points of entry to a critical understanding of the stakes of the black Pacific narrative. Adopting an approach that mixes the archival and the interpretive, the author seeks to recover the black Pacific produced by African American narratives, narratives that were significant enough in their time to warrant surveillance and suspicion, and hence are significant enough in our time to warrant scholarly attention and reappraisal. A compelling study that will appeal to a broad, international audience of students and scholars of American studies, African American studies, American literature, and imperialism and colonialism.
