On the one hand, analysts are interested in whether there is an output gap between the two countries -- whether Canada is as well off as the United States in terms of the quantities of goods and services that are produced, taking into account the relative size of the two countries. On the other hand, analysts ask whether there is a productivity gap -- whether Canada is equally efficient in transforming the resources used in the production process into goods and services. Determining the answers to both these questions is complex because of the size and diversity of the two economies. The Canadian and U.S. economies produce a variety of goods and services and intercountry comparisons require the creation of a single (or a small) number of summary statistics that encapsulate differences between the two countries. In this paper, we use two separate but related measures to investigate the size of the output and productivity gaps between the two countries over the period from 1994 to 2002 and ask how they are related. We do so in order not only to describe the differences between Canada and the United States but also to ask whether the two measures provide the same story. We show that they do not and explain why.

Book excerpt: This paper uses two separate but related measures to investigate the size of the output & productivity gaps between the United States and Canada over 1994-2002 and to ask how these gaps are related. It first explains the two measures, gross domestic product (GDP) per capita and GDP per hour worked (better known as labour productivity). in examining the total economy of both countries, both the business and the government & non-profit sectors are combined to obtain measures of the GDP. Differences in level of GDP per capita and differences in labour productivity are discussed. The paper also estimates the percentage of the difference in GDP per capita that arises from differences in productivity.

Book excerpt: The gap between potential and actual output—the output gap—is a key variable for policymaking. This paper adapts the methodology developed in Blagrave and others (2015) to estimate the path of output gap in the U.S. economy. The results show that the output gap has considerably shrunk since the Great Recession, but still remains negative. While the results are more robust than other existing methodologies, there is still significant uncertainty surrounding the estimates.

Book excerpt: Estimates of potential output are an important ingredient of structured forecasting and policy analysis. Using information on consensus forecasts, this paper extends the multivariate filter developed by Benes and others (2010). Although the estimates in real time are more robust relative to those of naïve statistical filters, there is still significant uncertainty surrounding the estimates. The paper presents estimates for 16 countries and provides an example of how the filtered estimates at the end of the sample period can be improved with additional information.

A structural VAR with an appropriate identification strategy provides improved estimates of output gap with better real time properties and lower sensitivity to temporary shocks than the usual filtering techniques. It also produces smaller out-of-sample forecast errors for inflation. At the same time, however, our results suggest caution in basing policy decisions on output gap estimates.

Book excerpt: Estimates of potential output and the neutral short-term interest rate play important roles in policy making. However, such estimates are associated with significant uncertainty and subject to significant revisions. This paper extends the structural multivariate filter methodology by adding a monetary policy block, which allows estimating the neutral rate of interest for the U.S. economy. The addition of the monetary policy block further improves the reliability of the structural multivariate filter.

Book excerpt: The negative and stable relationship between an economy’s aggregate demand conditions and overall unemployment is well-documented. We show that there is a large degree of heterogeneity in the cyclical sensitivities of unemployment across worker and economy groups. First, unemployment is more than twice as sensitive to aggregate demand in advanced as in emerging market and developing economies. Second, youth’s unemployment is twice as sensitive as that of adults’. Third, women’s unemployment is significantly less sensitive to demand than men’s in advanced economies. These findings point to the highly unequal impacts of the business cycle across worker and economy groups.

Book excerpt: "The analysis and forecasting of developments in the U.S. economy have always played a critical role in the formulation of Canadian economic and financial policy. Thus, the Bank places considerable importance on generating internal forecasts of U.S. economic activity as an input to the Canadian projection. Over the past year, Bank staff have been using a new macroeconometric model, MUSE (Model of the U.S. Economy). The model is a system of estimated equations that describe, in a stock-flow framework, the interactions among the principal macroeconomic variables, such as gross domestic product (GDP), inflation, interest rates, and the exchange rate. The stock-flow equilibrium is fully described in MUSE. In steady state, the model defines specific values for all stocks, including capital stock, government debt, financial wealth, and net foreign assets."--Pub. website

Available in PDF, EPUB and Kindle. Book excerpt: This paper examines economic developments and policies in Canada during 1990–95. Spurred by the robust growth in the United States and the easing of monetary conditions between 1991 and 1993, economic growth in Canada continued to strengthen during 1994. Real GDP grew by 4.5 percent in 1994 after growing by 2.2 percent in 1993 and 0.6 percent in 1992. Economic growth in 1994 was led by exports and investment in machinery and equipment. However, growth was more broadly based in 1994; private consumption strengthened, and there was a rebound in residential and nonresidential construction.
