Available in PDF, EPUB and Kindle. Book excerpt: With the economic crisis in Asia, which unfolded in recent years, the development ‘model’ on which the phenomenal earlier success of several countries in the region was built requires increasing scrutiny. This anthology questions the validity of the notion promoted by some observers and international financial organizations that there is a universally applicable model of industrialization common to Asian countries. A number of senior and highly regarded Asia specialists are taking a critical look at the various development experiences of several (and some often neglected) Asian countries and evaluate their experiences in a comparative perspective. Comparing the analyses of countries such as Mongolia, the Pacific Islands, or Sri Lanka with Singapore, South Korea and other countries of the region leads the editors of this volume to the conclusion that the fashionable talk about a ‘model’ is not justified and that the picture is much more complex.

Available in PDF, EPUB and Kindle. Book excerpt: Public administration is commonly assumed to be a young discipline, rooted in law and political science, with little history of its own. Likewise, teaching and scholarship in this field is often career oriented and geared either toward the search for immediately usable knowledge or guidelines and prescriptions for the future. Although most administrative scientists would acknowledge that their field has a history, their time horizon is limited to the recent past. Raadschelders demonstrates that public administration has in fact a long-standing tradition, both in practice and in writing; administration has been an issue ever since human beings recognized the need to organize themselves in order to organize the environment in which they lived. This history, in turn, underlines the need for administrators to be aware of the importance and contemporary impact of past decisions and old traditions. In seeking to go beyond the usual problem-solving and future-oriented studies of public administration, this volume adds greatly to the cognitive richness of this field of research. Indeed, the search for theoretical generalizations will profit from an approach that unravels long-term trends in the development of administration and government."Raadschelders approaches public administration history from a dual perspective, as trained historian and professor of public administration.... The volume is appropriately called a aehandbook' in view of its methodical listing of the literature on administrative history, together with summaries of numerous authors' principal theories. The second chapter is an essay on sources in the field, including an extended bibliography.... These parts of the book alone make it useful to scholars in the field.... Raadschelders is helpful in other ways as well. The third and fourth chapters offer a highly sophisticated discussion of methodological problems encountered in writing administrative history, including the issue of perceiving 'stage

Book excerpt: It is said that the duty of public servants is to 'speak truth to power' — to give honest, sound and sometimes unpopular advice to political leaders. Underneath the narrative of the Singapore story, as personified by Lee Kuan Yew and the first-generation leaders, lie the lesser-known tales of dedicated public servants in the nation-building process. Singapore's development cannot be fully understood without considering the role of those in public service during the transition to independence from the 1950s to 60s.Featuring oral history interviews from the National Archives of Singapore with 11 pioneer public servants, Speaking Truth to Power: Singapore's Pioneer Public Servants reveals first-hand, personal accounts of the civil service's transition from the colonial era, their relationship with the political leaders, and how Singapore's economic development was driven by sound public administration in those critical years. The annotated interviews make for an easily readable format for researchers and general audiences alike. Some of Singapore's pioneer public servants featured in the book include:Wee Chong Jin, The First Local Chief JusticeGoh Koh Pui, Chairman of the PSAAbdul Wahab Ghows, Solicitor-General and High Court JudgeHedwig Anuar, Director of the National LibraryKwa Soon Bee, Pioneer of Singapore's Healthcare SystemAlan Choe, HDB's First Architect-Planner, and Founder of the URAChan Chin Bock, Chairman of the EDBJ. Available in PDF, EPUB and Kindle. Book excerpt: Nationalism and globalization are two major contradicting forces in the world today. The roles that these two forces play and the impact of globalization on countries differ. Both Western and Asian "nation-states" have faced the challenge of globalization in recent decades, and the challenge has become more intense since the 1990s. The decline of communism and socialism as ideologies, and the decreasing importance of national boundaries for capital, companies and even labour, have had profound implications for national identity. Thus, the impact of globalization on "nation-states" is not identical. How have "nation-states" coped with globalization? Has it led to stronger nationalism or national disintegration? What has happened to national identity? Is the concept of "nation" still relevant in the era of globalization? To answer these questions, twelve countries -- six from the West (France, UK, USA, Yugoslavia, Australia, and Russia) and six from Asia (Indonesia, Malaysia, Singapore, Japan, China, and India) have been selected for study. These countries represent a wide range of national experiences from "old" states to "new" states, from mono-ethnic nations to multi-ethnic ones, and from surviving nation-states to decaying ones. Apart from the individual country studies, the last chapter summarizes and compares the findings of these country studies, throwing light on the various types of nationalism, and the gains and losses of these countries in the process of globalization.

The first part contains three chapters which focus on two East Asian governments – Hong Kong and Taiwan. The second part includes case studies from two Southeast Asian countries – Thailand and Philippines. The third part consists of four chapters dealing with two South Asian countries – India and Bangladesh. The last chapter analyzes governance failure (i.e., the absence of trust) as uncertainty from a theoretical perspective.

Book excerpt: While public administration practice and education in general has become considerably professionalized in the last decade, existing knowledge on public administration in Southeast Asia is fragmented at best, and often devoid of a useful reference. While journal articles and government reports provide decentralized information, Public Administration in Southeast Asia: Thailand, Philippines, Malaysia, Hong Kong and Macao takes a comprehensive and comparative look at the major components of administration systems. The selection of countries and regions included reflects the diversity of Southeast Asia. Organized by Country The handbook fills a critical need by bringing together leading scholars who provide an insider perspective and viewpoint on essential and advanced issues. Divided into five sections, each dedicated to a particular country, the text outlines topics relevant to modern public administration, including: History and Political Context of Public Administration Decentralization and Local Governance Public Ethics and Corruption Performance Management Reforms Civil Service System Focusing on recent developments in public administration in these countries which are among the fastest growing economies in the world, the book explores their practices and innovative approaches in public administration. For many years people have been fascinated by the cultures, peoples, and governments of Southeast Asia, and now they have a book that discusses the apparatus of government in Southeast Asia – their agencies, contexts, processes, and values.
