The paramount problems, the fundamental principles, the great decisions, - these only have been given extended treatment. Be cause the period was so filled with rapid changes it seemed essential to append a carefully selected chronology of the significant events in American foreign relations. In public discussions great stress has been put upon the events which preceded the entrance of the United States into the Great War and upon President Wilson's addresses and proclamations thereby called forth. The full understanding of the meaning of those utterances and of the implications of President Wilson's policy is to be found in the examination of the earlier and in some respects more significant period of his administration which preceded the Opening of the Great War.
