Book excerpt: In addition to the Europe of commerce, technology and science which is in the process of gradual formation there is another quite essential Europe - the citizens' Europe - which is something of a poor relation, even though it is a reality which everyone, starting with the politicians, earnestly wishes to see come about. Such a citizens' Europe should form the bricks and mortar of the European Union. How, then, can we arouse a greater feeling of solidarity and develop that sense of European identity which is so dear to us? To whom can we turn if not to youth and, therefore, to education? The Community Institutions have expressed the desire to form Europe through education and to reinforce the European dimension of education. Nevertheless, a huge void needs to be filled in this area and the Europe of education, still at the embryonic stage, has yet to be constructed. Hence the interest in providing secondary school teachers and students in the twelve countries of the Community with a work aimed primarily at charting a common pool of information on the European identity and encompassing the main thrust of ideas and the essential features of European civilization. In order to reflect current Community policy more faithfully, the book does not set out to replace the curricula taught at the various national schools. Rather, it is intended to supplement them in the form of a uniform and identical «adjunct» to education, with a view to imparting a better knowledge of and greater love for Europe. The choice of both interlocking subject matters designed to illuminate and guide the editing of this work and the multilingual approach, without which the work would lose part of its purely European aim (the work will be published simultaneously in several different languages), is intended to highlight as far as possible the European ideal and the cultural dimension of Europe, starting with the origins of Europe and tracing Europe's past and present, as well as its prospects for the future.

In every EU country, many citizens are unhappy with the perceived intrusion of 'Europe' in their way-of-life. Any idea of a genuine pan-European identity seems to be in retreat. This book provides an unprecedented insight into the multiple ways through which citizens of 16 countries connect their own national identity to European identity. The book's theoretical claim is that European identity, as well as national identity, should be empirically assessed taking into account its multi-dimensionality. The volume's contributors suggest that European identity was always unlikely to be a source of political integration and political legitimacy in the way national identities have been in the past and are today. Europeans' primary identity is national rather than supranational. Mutual trust between European peoples exists, but is somewhat fragile. Yet, European identity is intertwined with national identities in manifold ways. The 'imagined communities' at the national and European level show strong similarities - criteria for being a European are strongly associated with the criteria used to define who national belonging. These complex links also manifest themselves in citizen's feelings of interdependence between the nations in the European Union - which, the volume suggests, support the EU in the face of severe crises. The IntUne series is edited by Maurizio Cotta (University of Siena) and Pierangelo Isernia (University of Siena). The INTUNE Project - Integrated and United: A Quest for Citizenship in an Ever Closer Europe - is one of the most recent and ambitious research attempts to empirically study how citizenship is changing in Europe. The book series is organized around the two main axes of the project, to report how the issues of identity, representation and standards of good governance are constructed and reconstructed at the elite and citizen levels, and how mass-elite interactions affect the ability of elites to shape identity, representation and the scope of governance. A first set of four books examines how identity, scope of governance and representation have been changing over time respectively at elites, media and public level. The next two books present cross-level analysis of European and national identity on the one hand and problems of national and European representation and scope of governance on the other, in doing so comparing data at both the mass and elite level. A concluding volume summarizes the main results, framing them in a wider theoretical context.

In Uses of the Other, Iver B. Neumann demonstrates how thinking about identity in terms of the self and other may prove highly useful in the study of world politics. Neumann begins by tracing the four different paths along which this thinking has developed during this century -- ethnographic, psychological, Continental philosophical, and "Eastern excursion" -- and he shows how these blended at the margins of the discipline of international relations at the end of the 1980s. There follow several incisive readings of European identity formations on the all-European, regional, and national levels. The theme that draws these readings together is how "the East" is used as a sign of otherness at all three levels. Whereas previous studies framed this process as part of colonial and postcolonial developments, this book suggests that "Easternness" is also present as a marker in contemporary discourses about Russia, Turkey, Central Europe, and Bashkortostan, among others.
