Book excerpt: The most important question in the public utility field is whether future development should be directed toward public ownership or continued with the prevailing system of regulated enterprise. This is one part of the greater public policy question as to how positive a role the government should play in our economy. The answer will be evolved slowly through the years. Just what it will be depends on the complex inter-relations of political, technological, and economical factors that we call social trends. however, one of the important influences will be our actual experience with public ownership. Most of our evaluation of public ownership must be centered on municipal projects. In the United States, there has been some state ownership, and now the Federal government has power projects, but these are "Johnny-come-latelys". For most of this country's public utility history, public ownership and municipal ownership have been almost synonymous. This paper is intended as a contribution toward that necessary evaluation of municipal ownership. It is a further contribution to the project of recording the development and operation of the Oberlin municipal power plant. The pioneer study of the Oberlin plant was made in another senior economic thesis, "Municipal Ownership of Light and Power", by Robert Tufts. There will be no attempt to retrace Mr. Tufts steps, rather this paper will carry the story of the Oberlin plant from his conclusion to the present. The intention is not to present a complete story of the Oberlin municipal power plant but to bring his excellent thesis up to date. This supplement is written with the realization that Oberlin is not the "representative firm" for municipal lighting. Some of the problems encountered are uniquely Oberlin's. Nevertheless, a great many are similar to those of private plants under regulation. The solutions are then available for comparison with the prevailing practices of the regulated private ownership for the entire economy. But it must always be remembered that in the laboratory of the social scientist it is impossible to make accurate test tube comparisons.
