In the standard historical narrative, opium is the primary medium through which China encountered the economic, social, and political institutions of the West. Opium, however, was not a Sino–British problem confined to southeastern China. It was, rather, an empire-wide crisis, and its spread among an ethnically diverse populace created regionally and culturally distinct problems of control for the Qing state. This book examines the crisis from the perspective of Qing prohibition efforts. The author argues that opium prohibition, and not the opium wars, was genuinely imperial in scale and is hence much more representative of the actual drug problem faced by Qing administrators. The study of prohibition also permits a more comprehensive and accurate observation of the economics and criminology of opium. The Qing drug traffic involved the domestic production, distribution, and consumption of opium. A balanced examination of the opium market and state anti-drug policy in terms of prohibition reveals the importance of the empire’s landlocked western frontier regions, which were the domestic production centers, in what has previously been considered an essentially coastal problem."

Given the extent to which drug use permeated the politics, economy, and culture of Asia, it was inevitable that Japan's rise as an imperial power would lead to contact with, and increasing involvement in, the opium and narcotics trade. This study argues that the nature of that involvement should be understood not simply in terms of a conspiracy to drug the people of Asia into submission, but rather as indicative of the general twists and turns of Japanese imperialism. Thus, opium and narcotics emerge not so much as a weapon of, but rather as a metaphor for, Japanese imperialism in Asia.

Book excerpt: The first Opium War (1840-42) was a defining moment in Anglo-Chinese relations, and since the 1840s the histories of its origins have tended to have been straightforward narratives, which suggest that the British Cabinet turned to its military to protect opium sales and to force open the China trade. Whilst the monetary aspects of the war cannot be ignored, this book argues that economic interests should not overshadow another important aspect of British foreign policy - honour and shame. The Palmerston's government recognised that failure to act with honour generated public outrage in the form of petitions to parliament and loss of votes, and as a result was at pains to take such considerations into account when making policy. Accordingly, British Cabinet officials worried less about the danger to economic interests than the threat to their honour and the possible loss of power in Parliament. The decision to wage a drug war, however, made the government vulnerable to charges of immorality, creating the need to justify the war by claiming it was acting to protect British national honour.
