Book excerpt: The abolition of the Regional Development Agencies removed the main source of match funding for ERDF sponsored projects, and the economic downturn has curbed alternative options for match funding even further. There is a pressing need to spend each region's ERDF allocation before 2015, but unless ministers take urgent steps to deliver on the Government's promise to make it easier for projects to secure match funding through the Regional Growth Fund, there is a significant risk that value for money will suffer and ERDF will not make the impact it could to help rebalance the UK's economy. The Committee endorses a number of sensible rule changes that will govern the next ERDF round (2014-20) currently proposed and related proposals to give Member States the power to tailor the size of their Operational Programme areas - which could permit Local Economic Partnerships in England to take responsibility for managing EU funds. MPs also challenge the current allocation system where even the wealthiest Member States receive some ERDF funding when a portion of what they pay in originally gets recycled back to them. The cross party group of MPs calls for this 'circular money flow' to end, and for England to retain this portion of funding to deliver its own regional policy. The Government would have to guarantee the same level of funding across the EU's 7 year funding cycle. This change would not affect the Government's contribution to ERDF for the poorer Member States. Lastly, MPs challenge the Government to evaluate the value for money of ERDF funded projects

The book describes how many different European regions are attempting to reduce regional disparities by engaging themselves in coherent and focused regional development strategies, and there is also private sector approach to regional economic development. There are many case studies from Europe and from other parts of the world, including Japan, thereby providing lessons that different countries and regions can learn form each other.

Available in PDF, EPUB and Kindle. Book excerpt: Throughout the twentieth century, Wales underwent rapid and far-reaching economic upheavals on such a scale that few avoided their impacts – from recessions, war, changing fortunes within the iconic steel and coal industries, the rise and decline of manufacturing, as well as the gradual rise to dominance of the service sector – the changes were as dramatic as was the intensity of attempts to deal with their consequences. Wales was a laboratory for government intervention in the economy, ranging from the attraction of investment and the clearance of land made derelict by industry, to the regeneration of urban areas. This is the first book to focus on these actions and to outline why, how and with what effect governments intervened, and it contains timely commentary as economic performance remains one of the most important issues facing contemporary Wales.

Available in PDF, EPUB and Kindle. Book excerpt: This study represents the first systematic attempt to explore the functioning of the policing and criminal justice system in post-devolution Wales. Its particular relevance is underscored by the revelation that Wales has the highest imprisonment rate in western Europe. Drawing on official data as well as extensive interviews with senior figures, this book represents the first systematic exploration of the operation of the justice system in Wales across the jagged edge of devolved and non-devolved functions. There remains little understanding of how the justice system operates in the anomalous circumstances of post-devolution Wales This book aims to fill this gap in understanding and concludes with an assessment of the proposals of the Commission on Justice in Wales for reform.

Available in PDF, EPUB and Kindle. Book excerpt: Sustainable development has become a central perspective in environmental strategies around the world. It is clear that neither governments nor businesses have the capability to bring about sustainability on their own. Therefore, collaboration has emerged as a central concept. At the same time it is obvious that someone has to take the lead in the development towards sustainability. This book focuses on different forms of collaboration emerging between various actors. The objective of the book is to more systematically explore the different roles and relationships between partnership and leadership. Basically, both partnership and leadership can be seen in a positive and negative way: for example, as far as partnership is concerned, we can assume that the path towards sustainability can be paved by parties coming together, taking some initiative collaborating. On the opposite, partnership and consensus-based decisions can be seen as an obstacle to foster radical changes in production and consumption patterns. Similarly, leadership can be seen as an obstacle to sustainable development if leaders form close circles and are not willing to share experiences with other actors; but leadership could also be considered as an important element to keep concepts and practices forward. The book holds this double perspective: explaining, mapping and analyzing different goals/formats/methods of more and less collaborative approaches, but at the same time taking a critical approach to the theme by understanding related risks, effects, prospects and corrective actions. Next to a conceptual part, the book brings together case-studies from around the world. The focus is in describing and understanding various formats of collaboration and critically evaluating its effects and prospects. A concluding chapter discusses the role of partnership and leadership in realizing various levels of environmental innovations: optimization and re-design, that usually affect only a small part of the production/consumption structure, and much more complicated, radical innovations that have to deal with societal (sub)systems. The book is in part an edited version of selected papers presented during the 1998 Greening of Industry Conference in Rome on the subject, enriched with contributions of other invited authors.

Available in PDF, EPUB and Kindle. Book excerpt: This contributors provide a range of perspectives on the increasingly central issues of state reform, European integration and British regionalism in the 1990s. Using case material, the contributors examine: the effects of state reform and European integration on British regionalism and the devolution debate; and the nature of recent central responses to the re-emergence of regional and devolution issues, with a particular focus on the recent policies of the Major governments and the policies of the Opposition parties. They also present some evidence which suggests that state reform and EC/EU developments have determined and accentuated important new trends in British regionalism, and underpin the plausibility of far-reaching regional and devolution reforms.
