Book excerpt: What is the impact of private health insurance (PHI) on health systems? How does it affect coverage of and access to health care services? What risks and opportunities does it pose for cost pressures on health systems? How does PHI improve responsiveness to consumers' choice and needs, and what is its impact on quality of care? What regulatory mechanisms and financial incentives can encourage equity, efficiency, and responsiveness from different insurance mixes and PHI markets? This report provides the first-ever comparative analysis of the role and performance of private health insurance (PHI) in OECD countries. It analyses PHI markets and identifies policy issues arising from their interdependence with publicly financed health coverage schemes. The report assesses the impactof PHI against health policy objectives, paying special attention to the challenges and benefits associated with different insurance mixes. The analysis identifies strengths as well as areas where private health insurance might pose challenges to health system performance. This report shows how governments can help ensure that PHI markets make a positive contribution to the performance of health systems. Examples of useful practices for developing more efficient and equitable health insurance markets are also presented.

This book was released on 1994 with total page 352 pages. Available in PDF, EPUB and Kindle. Book excerpt: "A 1992 OECD study of health care reform in seven OECD countries concluded that costs were more easily contained in countries with centralised control over the financing and delivery of health services. But this study of a further seventeen OECD countries suggests that the strength of the determination of governments may exert even more influence on health expenditure restraint and success in the search for more effective and efficient approaches to delivering health care." Book Synopsis Financing and Delivering Health Care by : George Schieber
Download or read book Financing and Delivering Health Care written by George Schieber and published by Paris, France : Organization for Economic Co-operation and Development. This book was released on 1987 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: Ydelsessammensætning sammenligning I-lande Health care expenditure is the second largest social expenditure item in OECD countries and currently accounts for over 7 per cent of GDP. Health services account for over 9 per cent of total public and private final consumption expenditures and for almost 5 per cent of total employment. Over the past twenty years real health spending has increased substantially faster than real GDP. The principal problem in designing policies to achieve efficiency stems from the difficulties in defining and measuring the output of health systems, as well as the general lack of clinically agreed-upon standards of appropriateness of medical care. Compounding the problems of measuring health outcomes and appropriateness of medical care is the interaction of individuals' health status with almost all other social and economic aspects of society. This volume attempts to provide a framework for understanding the complex medical, social and economic forces underlying health care financing and delivery systems. It provides a background for the policy debate underway in all countries. Hopefully, it will contribute to the development of effective policies that will consolidate past gains and accommodate future changes.
