Book excerpt: When the United States and its World War II allies met at the Potsdam Conference to provisionally establish the Oder-Neisse line as Poland's western border and to acknowledge the removal of Germans from the area, they created a controversial Cold War issue that would not be resolved until 1990. American policy makers throughout those decades studied and analyzed materials and reports to determine whether the border should be adjusted or recognized to promote the well being of Europe and the United States. This is the first study to cover the full history of the Oder-Niesse line and its impact on U.S. relations with Poland and the Federal Republic of Germany, as well as its domestic implications, throughout the Cold War years. As with many diplomatic questions, the State Department did not have the luxury of addressing this issue in a vacuum. Instead, the foreign policy bureaucracy had to keep its focus on the border issue while scrutinizing Soviet words and actions regarding its satellites in East Germany and Poland, and to address members of Congress and the public (including various groups of Polish Americans) who wanted specific, but often differing, actions taken in respect to the border. This work reveals how the diplomats and policy makers handled such internal conflict, the sometimes skewed perceptions of America held by Europeans, and how the State Department interacted with the public.

Fatefully, her family were not Nazi Party members and suffered as a result. As the Third Reich crumbled and the Red Army advanced, she was one of 15 million Germans trapped in a war zone during the terrible winter of 1945. Weakened by starvation and forced to flee their home, it was only the bravery of Luise’s mother that saved the family from total destruction. The Oder–Neisse line (Oder-Neiße-Grenze) is the German–Polish border drawn in the aftermath of the war. The line primarily follows the Oder and Neisse rivers to the Baltic Sea west of the city of Stettin. All pre-war German territory east of the line and within the 1937 German boundaries was discussed at the Potsdam Conference in 1945. Germany was to lose 25 per cent of her territory under the agreement. Crucially, Stalin, Churchill and Truman also agreed to the expulsion of the German population beyond the new eastern borders. This meant that almost all of the native German population was killed, fled or was driven out by force. In A Dangerous Game, Luise relives that harrowing time, written in memory of her mother, to whom she owes her life. It is the story of a child, but it is not a story for children.

Polish authorities suspected that they were German civilians that were killed by advancing Soviet forces. A Polish archeologist supervising the exhumation, said, "We are dealing with a mass grave of civilians, probably of German origin. The presence of children . . . suggests they were civilians." During World War II, the German Nazi regime committed great crimes against innocent civilian victims: Jews, Poles, Russians, Serbs, and other people of Central and Eastern Europe. At war’s end, however, innocent German civilians in turn became victims of crimes against humanity. Forgotten Voices lets these victims of ethnic cleansing tell their story in their own words, so that they and what they endured are not forgotten. The root cause of this tragedy was ultimately the Nazi German regime.
