Book excerpt: In recent years, the earnings of young blacks have risen substantially relative to those of young whites, but their rates of joblessness have also risen to crisis levels. The papers in this volume, drawing on the results of a groundbreaking survey conducted by the National Bureau of Economic Research, analyze the history, causes, and features of this crisis. The findings they report and conclusions they reach revise accepted explanations of black youth unemployment. The contributors identify primary determinants on both the demand and supply sides of the market and provide new information on important aspects of the problem, such as drug use, crime, economic incentives, and attitudes among the unemployed. Their studies reveal that, contrary to popular assumptions, no single factor is the predominant cause of black youth employment problems. They show, among other significant factors, that where female employment is high, black youth employment is low; that even in areas where there are many jobs, black youths get relatively few of them; that the perceived risks and rewards of crime affect decisions to work or to engage in illegal activity; and that churchgoing and aspirations affect the success of black youths in finding employment. Altogether, these papers illuminate a broad range of economic and social factors which must be understood by policymakers before the black youth employment crisis can be successfully addressed.

In the 1820s a substantial majority of city artisans were native-born; by the 1850s three-quarters of the city's laboring men and women were immigrants. How did the influx of this large group of young adults affect the city's working class? What determined the texture of working-class life during the antebellum period? Richard Stott addresses these questions as he explores the social and economic dimensions of working-class culture. Working-class culture, Stott maintains, is grounded in the material environment, and when work, population, consumption, and the uses of urban space change as rapidly as they did in the mid-nineteenth century, culture will be transformed. Using workers' first-person accounts—letters, diaries, and reminiscences—as evidence, and focusing on such diverse topics as neighborhoods, diet, saloons, and dialect, he traces the rise of a new, youth-oriented working-class culture. By illuminating the everyday experiences of city workers, he shows that the culture emerging in the 1850s was a culture clearly different from that of native-born artisans of an earlier period and from that of the middle class as well.

The foundation of the Munitions Ministry was a revolutionary step, coinciding with the 'shells scandal' in which the failure of a series of British attacks: Neuve Chapelle, Aubers Ridge, Festubert and Loos - was blamed on inadequate supplies of munitions. A press outcry was followed by questions in Parliament which threatened to bring down the Government. The Ministry was set up in response. Previously, the War Office had been responsible for designing, ordering and inspecting ammunition factories and stores. But a year of war on a scale never foreseen, the creation of armies larger than ever contemplated, and the demand for unprecedented quantities of matériel showed the absolute necessity of providing centralised direction of mass war production. The Great War completely upset normal industrial conditions. Preparing this history of the Ministry of Munitions was started during the War itself. It was felt that consulting the officials concerned whilst they were still in post was vital, particularly as many such posts were temporary, and while the questions with which the history would deal were vividly present in their minds.
