Why are people from marginalized social groups often more likely than their more privileged counterparts to participate in high-cost political activities? In The Obligation Mosaic, Allison P. Anoll shows that the obligations that bring people into the political world—or encourage them to stay away—vary systematically by race in the United States, with broad consequences for representation. Drawing on a rich mix of interviews, surveys, and experiments with Asian, Black, Latino, and White Americans, the book uncovers two common norms that centrally define concepts of obligation: honoring ancestors and helping those in need. Whether these norms lead different groups to politics depends on distinct racial histories and continued patterns of segregation. Anoll’s findings not only help to explain patterns of participation but also provide a window into opportunities for change, suggesting how activists and parties might better mobilize marginalized citizens.

However, what is it about the state (or its equivalent) that makes this obligation justifiable? Justifying the Obligation to Die is the first monograph to explore systematically how this obligation has been justified. Using key texts from political philosophy and just war theory, it provides a critical survey of how this obligation has been justified and, using illustrations from Zionist thought and practice, demonstrates how the various arguments for the obligation have functioned. The obligation to risk one's life for the state is often presumed by theorists and practitioners who take the state for granted, but for the Zionists, a people without a state but in search of one and who have little history of state-based political thought, it became necessary to explain this obligation. As such, this book examines Zionism as a Jewish political theory, reading it alongside the tradition of Western political thought, and critiques how Zionist thought and practice sought to justify this obligation to risk one's life in war_what Michael Walzer termed 'the obligation to die.' Finally, turning to the political thought of Hannah Arendt, the author suggests how the obligation could become justifiable, although never entirely justified. For the obligation to become at all justifiable, the type of politics that the state enables must respect human diversity and individuality and restrict violence so that violence is not a continuation of politics.

Regardless of whether determinism is true, he argues, there is a prima facie plausibility that there are no moral obligations. Powerfully and efficiently, Haji develops a conclusion that has major implications for how we conceive issues in moral responsibility and free will. The book develops the obligation dilemma as clearly as possible. The next step will be for further sustained philosophical work to solve it, assuming it can be resolved, inspired by Haji. In many respects, the obligation dilemma mirrors the well-known responsibility dilemma, where no one is morally responsible for anything. When suitably amended, the strongest recommendations in favor of, or in response to, the responsibility dilemma neither fully support nor undermine the obligation dilemma. Exposing the obligation dilemma's implications for responsibility, and its ramifications for forgiveness (something central to interpersonal relationships), underscores its urgency.
