Book excerpt: The most disastrous famine in recent Chinese history took place between 1876 and 1879, afflicting all five provinces of North China [Shantung, Chihli, Honan, Shensi, and Shansi] and claiming no fewer than nine and a half million human lives . The hunger, pestilence, and violence brought about by the famine presented an overwhelming challenge to government and foreign relief efforts. Despite these obstacles, however, Timothy Richard of the Baptist Missionary Society succeeded in organizing an effective, systematic scheme of relief distribution in several districts of Shantung and Shansi. His work on the scene in turn stimulated the foreign community to organize the China Famine Relief Fund Committee, and his method of rendering aid set the pattern of foreign almsgiving which did much to ease the suffering of thousands. This study analyzes Richard’s role in the North China famine and evaluates his contribution to the relief effort. It concentrates on Richard’s initial distribution attempts in Shantung, 1876-1877, and his more extensive activities in Shansi, 1877-1879. By comparing Richard’s relief measures with those of the Ch’ing government as well as with those of the foreign distributors supported by the China Famine Relief Fund Committee, the study attempts to describe the various approaches to the problem of famine relief and to illuminate the many difficulties encountered by Chinese and foreigners in the relief work. Richard emerged from the calamity convinced that he must urge China’s leaders to eradicate the basic causes of famine and similar natural disasters and to elevate the physical as well as the spiritual welfare of the rural masses.

This book was released on 2018-05-30 with total page 440 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the modern era, China’s rural credit landscape is transforming at a dizzying rate, but, in terms of financial development, these changes represent a second attempt in the past 100 years to reform China’s credit institutions and provide credit access to farmers. The first period was during the Republican era, between 1912 and 1949, which saw the first attempts at formalizing rural credit with the Industrial and Agricultural Banks. This book uses primary data and papers to present a full picture of the difficult conditions China faced during the Republican era in order to explain the myriad reforms to the country's rural credit system. Fu and Turvey build a narrative around these developments based on the foundation of thousands of years of dynastic rule in order to explore the specific impacts of drought, floods, famine, communist insurgencies, Japanese expansionism, and more on credit access, supply and demand. They consider powerful personalities—such as J.B. Taylor, John Lossing Buck, Paul Hsu and Timothy Richards—and influential institutions—from Nanking and Nankai Universities to the China International Famine Relief Commission—that sought ways to end the cycle that trapped the vast majority of Chinese farmers in poverty. This rich, wide-ranging, and stimulating work will appeal both to readers focused on present day China and those who want to understand China’s rural economy and credit policies in a historical context.

Available in PDF, EPUB and Kindle. Book excerpt: The Great American Mission traces how America's global modernization efforts during the twentieth century were a means to remake the world in its own image. David Ekbladh shows that the emerging concept of modernization combined existing development ideas from the Depression. He describes how ambitious New Deal programs like the Tennessee Valley Authority became symbols of American liberalism's ability to marshal the social sciences, state planning, civil society, and technology to produce extensive social and economic change. For proponents, it became a valuable weapon to check the influence of menacing ideologies such as Fascism and Communism. Modernization took on profound geopolitical importance as the United States grappled with these threats. After World War II, modernization remained a means to contain the growing influence of the Soviet Union. Ekbladh demonstrates how U.S.-led nation-building efforts in global hot spots, enlisting an array of nongovernmental groups and international organizations, were a basic part of American strategy in the Cold War. However, a close connection to the Vietnam War and the upheavals of the 1960s would discredit modernization. The end of the Cold War further obscured modernization's mission, but many of its assumptions regained prominence after September 11 as the United States moved to contain new threats. Using new sources and perspectives, The Great American Mission offers new and challenging interpretations of America's ideological motivations and humanitarian responsibilities abroad.
