Book excerpt: Most of the policy discussion about stimulating innovation has focused on the federal level. This study focuses on the significant activity at the state level, with the goal of improving the public's understanding of key policy strategies and exemplary practices. Based on a series of workshops and conferences that brought together policymakers along with leaders of industry and academia in a select number of states, the study highlights a rich variety of policy initiatives underway at the state and regional level to foster knowledge based growth and employment. Perhaps what distinguishes this effort at the state level is most of all the high degree of pragmatism. Operating out of necessity, innovation policies at the state level often involve taking advantage of existing resources and recombining them in new ways, forging innovative partnerships among universities, industry and government organizations, growing the skill base, and investing in the infrastructure to develop new technologies and new industries. Many of these initiatives are being guided by leaders from the private sector and universities. The objective of Best Practices in State and Regional Innovation Initiatives: Competing in the 21st Century is not to do an empirical review of the inputs and outputs of various state programs. Nor is it to evaluate which programs are superior. Indeed, some of the notable successes, such as the Albany nanotechnology cluster, represent a leap of leadership, investment, and sustained commitment that has had remarkable results in an industry that is actively pursued by many countries. The study's goal is to illustrate the approaches taken by a variety of highly diverse states as they confront the increasing challenges of global competition for the industries and jobs of today and tomorrow.

Book excerpt: From the growth of a multi-billion-dollar high-technology corridor in Malaysia to conflict over housing development in Chicago, the practice of regional and local economic development around the world is both dynamic and diverse. Regional and Local Economic Development introduces the theory behind economic development and provides examples of successful, and less successful, practice. This broad-ranging new text shows how government, private industry and individuals combine to achieve economic development. It examines the development of policies and practices in recent decades – such as eco-industrial parks, place marketing and social enterprises – and analyzes the ways in which contemporary regional economies are changing. It also summarizes the key academic debates and reviews the main concepts which inform policy-making. Truly global in scope, with case studies from over 30 countries, this book will be welcomed by students and practitioners alike.

Available in PDF, EPUB and Kindle. Book excerpt: We tend to associate small town economic development with the decline of the rural United States--empty houses, shuttered shops and rusting factories. A common diagnosis of sluggish small town recovery is their lack of lifestyle amenities that attract new residents and businesses. Yet many small towns have shown progress and potential in recent years. This collection of recent articles by experts presents stories of small-town America's struggle and describes innovations and practices behind successful revivals.

Available in PDF, EPUB and Kindle. Book excerpt: Coping with Adversity addresses the question of why some metropolitan-area regional economies are resilient in the face of economic shocks and chronic distress while others are not. It is particularly concerned with what public policies make a difference in whether a region is resilient. The authors employ a wide range of techniques to examine the experience of all metropolitan area economies from 1978–2014. They then look closely at six American metropolitan areas to determine what strategies were employed, which of these contributed to regional economic resilience, and which did not. Charlotte, North Carolina, Seattle, Washington, and Grand Forks, North Dakota, are cases of economic resilience, while Cleveland, Ohio, Hartford, Connecticut, and Detroit, Michigan, are cases of economic nonresilience. The six case studies include hard data on employment, production, and demographics, as well as material on public policies and actions. The authors conclude that there is little that can done in the short term to counter economic shocks; most regions simply rebound naturally after a relatively short period of time. However, they do find that many regions have successfully emerged from periods of prolonged economic distress and that there are policies that can be applied to help them do so. Coping with Adversity will be important reading for all those concerned with local and regional economic development, including public officials, urban planners, and economic developers.

Available in PDF, EPUB and Kindle. Book excerpt: 'This well-edited volume should be on the shelf of every regional development agency library. Its seventeen chapters written by 31 predominantly academic contributors are divided into four coherent sections: the first on cluster and network modelling, the next on empirical analysis, a third on case studies, finishing with two chapters on policy analysis and strategies.' - Tony Jackson, Journal of Economic Development This book provides a state-of-the-art overview of spatial industrial clusters and inter-firm networks. Given the prevailing political belief that clusters can be a major vehicle for economic development and growth, it is important to have a sound understanding of clusters and how they emerge, grow, eventually stagnate and disappear. It is also vital to know when and how to apply policy measures to support cluster development in order to increase economic welfare. This book illuminates both the theoretical and empirical issues relating to clusters and inter-firm networks, and presents a number of interesting case studies from a variety of different countries.

Book excerpt: This report discusses the findings from a mail survey of local government economic development activities that was sent to all 540 municipalities and 100 counties in North Carolina. An important part of the analysis examines whether cities and counties differ significantly in their economic development efforts and whether smaller jurisdictions employ different types of development strategies and tools than larger ones. The survey findings also highlight the barriers that local governments face in promoting economic development and identify important technical assistance needs and gaps in local capacity.
