The focus of the study is on processes of region-building. Co-operation between regions across national borders is seen as a creative process, and as something that has to be nurtured and guided. The authors recognised the need for a work which examined issues crossing Nordic borders and made the information more publicly accessible, emerging within evolving discussions of regional governance, cross-border collaborations and Nordic co-operation. The editors have featured three forms of contributions: a series of regional case studies, collations of data on sub-national governments and relating these sub-national factors to debates on Nordic co-operation and European integration. Authors with specialist regional knowledge examine these processes in detail, through case studies which represent the most important of this type of Nordic area and provide a view of what may constitute 'success' in such ventures. The authors also discuss what such processes may signify for general Nordic co-operation against the backdrop of European integration and seek to indicate what Nordic regions may bring to European regionalism. Such a discussion is of particular interest since the EU acquired a new Nordic dimension when Sweden and Finland joined. Contributors’ articles focus on areas including the Kvarken Council, the ARKO co-operation, the internationalisation of Finnish and Norwegian local government and the Øresund region. Book excerpt: This title was first published in 2000: The book analyses the development of arctic environmental cooperation since the late 1980s until the establishment of the Arctic Council in 1996. The study is based on the discourse analysis of statement, documents and interviews by the different actors in the cooperation. In this book, the problem of the environment is seen as a problem of order: it is a problem of ordering relations among related actors, of ordering priorities of action and of ordering relations between different institutional arrangements locally, regionally and internally. Three discourses were found in the cooperation: discourses of sovereignty, knowledge and development. In the discourse of sovereignty, the development of relations between state and indigenous peoples in terms of international environmental cooperation is central. In the discourse of knowledge, the different forms of knowledge and the role of different producers of knowledge in cooperation has been discussed. The discourse of development focuses on the idea of sustainable development and its applications in defining the future of the Circumpolar North and the activities of the Arctic Council. The arctic cooperation can be understood as a regional effort to make an order of sustainability into practice.

Book excerpt: The end of the Cold War and the ‘War on Terror’ has signalled a shift in the security policies of all states. It has also led to the reconsideration of the policy of neutrality, and what being neutral means in the present age. This book examines the conceptualisation of neutrality from the Peloponnesian War to today, uncovering how neutrality has been a neglected and misunderstood subject in International Relations (IR) theory and politics. By rethinking neutrality through constructivism, this book argues that neutrality is intrinsically linked to identity. Using Sweden as a case study, it links identity, sovereignty, internationalism and solidarity to the debates about Swedish neutrality today and how neutrality has been central to Swedish identity and its worldview. It also examines the challenges to Swedish neutrality and neutrality broadly, in terms of European integration, globalisation, the decline of the state and sovereignty, and new threats to security, such as international terrorism, arguing that the norms and values of neutrality can be reworked to contribute to a more cosmopolitan international order.

In Uses of the Other, Iver B. Neumann demonstrates how thinking about identity in terms of the self and other may prove highly useful in the study of world politics. Neumann begins by tracing the four different paths along which this thinking has developed during this century -- ethnographic, psychological, Continental philosophical, and "Eastern excursion" -- and he shows how these blended at the margins of the discipline of international relations at the end of the 1980s. There follow several incisive readings of European identity formations on the all-European, regional, and national levels. The theme that draws these readings together is how "the East" is used as a sign of otherness at all three levels. Whereas previous studies framed this process as part of colonial and postcolonial developments, this book suggests that "Easternness" is also present as a marker in contemporary discourses about Russia, Turkey, Central Europe, and Bashkortostan, among others.
