The New World Power offers an interpretive framework for understanding U.S. foreign policy during the first two decades of America's emergence as a world power. Robert E. Hannigan describes the aspirations of American leaders, explores the bedrock social views and ideological framework they held in common, and shows how the approach of U.S. policymakers overseas mirrored their attitudes toward domestic progressivism. While the vast bulk of work on U.S. foreign policy has been concerned with the period from World War II to the present, this comprehensive examination of American policy at the turn of the twentieth century is of vital importance to the comprehension of subsequent events. Hannigan relates U.S. foreign policy to domestic society in ways that are new; in particular, he examines how issues of class, race, and gender were combined in the ideology held by policy makers and how this shaped their approaches to foreign affairs. Book excerpt: Computing and information and communications technology (ICT) has dramatically changed how we work and live, has had profound effects on nearly every sector of society, has transformed whole industries, and is a key component of U.S. global leadership. A fundamental driver of advances in computing and ICT has been the fact that the single-processor performance has, until recently, been steadily and dramatically increasing year over years, based on a combination of architectural techniques, semiconductor advances, and software improvements. Users, developers, and innovators were able to depend on those increases, translating that performance into numerous technological innovations and creating successive generations of ever more rich and diverse products, software services, and applications that had profound effects across all sectors of society. However, we can no longer depend on those extraordinary advances in single-processor performance continuing. This slowdown in the growth of single-processor computing performance has its roots in fundamental physics and engineering constraints-multiple technological barriers have converged to pose deep research challenges, and the consequences of this shift are deep and profound for computing and for the sectors of the economy that depend on and assume, implicitly or explicitly, ever-increasing performance. From a technology standpoint, these challenges have led to heterogeneous multicore chips and a shift to alternate innovation axes that include, but are not limited to, improving chip performance, mobile devices, and cloud services. As these technical shifts reshape the computing industry, with global consequences, the United States must be prepared to exploit new opportunities and to deal with technical challenges. The symposium sought to identify new areas of inquiry by presenting cutting-edge academic and practitioner research intended to further our understanding of the strategic, technologically-driven issues confronting the elec tricity production and distribution process. The program sought to offer new in sights into rapid changes in the utility industry, in part, by examining analogues from manufacturing and telecommunications. In addition to identifying new research areas, the symposium yielded a number of important findings and conclusions. This volume contains the presented papers of the meeting, the discussant reports and two special papers prepared by the meet ing rapporteurs who performed superbly in analyzing, synthesizing, explaining and generally bringing a cohesive perspective to the interesting yet complex set of ideas presented at this unique meeting.
