Since the end of World War II, Germany and Japan have been the most reluctant of all major U.S. allies to take on military responsibilities. Given their histories, this reluctance certainly is understandable. But because of their size and economic importance, Germany and Japan are the most important U.S. allies in Europe and in East Asia, respectively, and their long-term reluctance to share the defense burden has become a perennial source of frustration for Washington. The potential security roles of Germany and Japan are becoming increasingly important given the uncertainty, indeed volatility, of today’s international environment. Under President Trump, friction among allies over burden-sharing is more intense than ever before. Meanwhile, the security environments in Europe and Asia have deteriorated because of the resurgence of a belligerent Russia under Vladimir Putin, the steady rise of an increasingly assertive China, and North Korea’s worrisome acquisition of nuclear weapons. Book excerpt: This book addresses a central puzzle in ontological security theory, namely the relationship between identity continuity and change, and the role anxiety plays in fostering and inhibiting change. The work argues for a more nuanced perspective on how change and threats to national identity relate, thus advancing our understanding of the role anxiety plays in shaping state choices. The case studies of Sweden and Germany show that national identity can experience highly disruptive challenges when the external security environment changes. According to extant ontological security theory, these structural challenges should lead to heightened anxiety and identity crises as national narratives become unstable and fragile. Instead, empirical evidence shows that states turn ontological anxiety into strategies of anxiety abatement, management, and ontological innovation. The evidence also reveals that states go to extraordinary lengths to maintain existing narratives, discursively maneuvring between the twin needs of biographical continuity and responsiveness to change. In their efforts to adapt and preserve identity, states embrace ontological ambiguity; they neither fully respond to change, nor do they ignore it. Rather, they strive for discursive innovation where new interpretations of how to be are balanced with new interpretations of the meaning of necessary change. In the process, ontological ambiguity becomes the new normal. These findings suggest that Sweden and Germany may not be outliers, and that being and becoming is an inherent feature of social life all state actors must engage with. Book excerpt: This collection of studies (the eighth by David Jacoby) covers a period witnessing intensive geographic mobility across the Mediterranean, illustrated by a growing number of Westerners engaging in pilgrimage, crusade, trading and shipping, or else driven by sheer curiosity. This movement also generated western settlement in the eastern Mediterranean region. A complex encounter of Westerners with eastern Christians and the Muslim world occurred in crusader Acre, the focus of two papers; a major emporium, it was also the scene of fierce rivalry between the Italian maritime powers. The fall of the crusader states in 1291 put an end to western mobility in the Levant and required a restructuring of trade in the region. The next five studies show how economic incentives promoted western settlement in the Byzantine provinces conquered by western forces during the Fourth Crusade and soon after. Venice fulfilled a major function in Latin Constantinople from 1204 to 1261. The city's progressive economic recovery in that period paved the way for its role as transit station furthering western trade and colonization in the Black Sea region. Venice had also a major impact on demographic and economic developments in Euboea, located along the maritime route connecting Italy to Constantinople. On the other hand, military factors drove an army of western mercenaries to establish in central Greece a Catalan state, which survived from 1311 to the 1380s.
