During the Enlightenment, European philosophers sought to construct an ideological framework for reshaping human nature. But it was only among the communist regimes of the twentieth century that such ideas were actually put into practice on a nationwide scale. In this book Yinghong Cheng examines three culturally diverse sociopolitical experiments—the Soviet Union under Lenin and Stalin, China under Mao, and Cuba under Castro—in an attempt to better understand the origins and development of the "new man." The book’s fundamental concerns are how these communist revolutions strove to create a new, morally and psychologically superior, human being and how this task paralleled efforts to create a superior society. To these ends, it addresses a number of questions: What are the intellectual roots of the new man concept? How was this idealistic and utopian goal linked to specific political and economic programs? How do the policies of these particular regimes, based as they are on universal communist ideology, reflect national and cultural traditions? Cheng begins by exploring the origins of the idea of human perfectibility during the Enlightenment. His discussion moves to other European intellectual movements, and then to the creation of the Soviet Man, the first communist new man in world history. Subsequent chapters examine China’s experiment with human nature, starting with the nationalistic debate about a new national character at the turn of the twentieth century; and Cuban perceptions of the new man and his role in propelling the revolution from a nationalist, to a socialist, and finally a communist movement. The last chapter considers the global influence of the Soviet, Chinese, and Cuban experiments. Creating the "New Man" contributes greatly to our understanding of how three very different countries and their leaders carried out problematic and controversial visions and programs. Book excerpt: At the turn of the millennium, the disparities between rural and urban livelihoods, underdevelopment and administrative shortcomings in the Chinese countryside were increasingly seen as posing a manifest threat to social harmony and economic and political stability. At that time the term "three rural problems" (sannong wenti) was coined which defined the main issues of rural life that needed to be targeted by government action: agriculture (nongye), villages (nongcun) and farmers (nongmin). In turn, with the launch of the 11th Five-Year Plan in 2006, a pledge was made to shift the focus of developmental efforts to the long-neglected countryside, which is still home to half of the Chinese population. This book presents an analysis of adaptive local policy implementation in China in the context of the "Building of a New Socialist Countryside" (BNSC) policy framework. Based on intensive field work in four counties in Fujian, Jiangxi, Shaanxi and Zhejiang Provinces between 2008 and 2011, it offers detailed analyses of the form and impact of county governments’ strategic agency at certain stages and within certain fields of the implementation process (for example, the design of local BNSC programs, the steering of project funding, implementation and evaluation, the establishment of model villages and the management of public participation). Further, this study illustrates that BNSC is far more than the ‘empty slogan’ described by many observers when it was launched in 2005/2006. Instead, it has already brought about considerable shifts in terms of the process and outcomes of rural policy implementation. Altogether, the results of this research challenge existing paradigms by showing how, against the background of contemporary approaches to rural development and recent reforms initiated by the central state, local bureaucracies’ strategic agency can actually push forward effective – albeit not necessarily optimal – policy implementation to some extent, which serves the interests of central authorities, local implementors and rural residents. By tying into the larger debates on China's state capacity and authoritarian adaptability, this book enriches our understanding of the inner workings of the Chinese political system. As such, it will prove invaluable to students and scholars of Chinese politics, public policy and development studies more generally.

While the nationalist leaders struggled for power in the first hours of independence, peasants seized French farms and workers the factories, thus setting Algeria on the road toward a new socialist order. This book is a study of the Algerian socialist revolution, of those who made it and those who gained by it. The primary focus is on political behavior, on those aspects of the struggle among Algerian leader which vitally affected the character of the new order. The authors find that even though Algeria acquired all the trappings of a socialist state and economy, politics remained almost exclusively a question of personal relations, alliances, and rivalries among a small group of leaders--what the authors call, borrowing a concept from the fourteenth-century Arab historian Ibn Khaldun, the politics of assabiya. Algeria's first President, Ahmed Ben Bella, tried to integrate the new and old political groups into a modern political system, but he failed. His overthrow by the army opened a second phase in the process of building stable political institutions and of overcoming the tradition of "palace conspiracies and rebellions of feudal lords." The authors trace in details this cyclical process during the first six years of Alergian independence. The work benefits from a wealth of first-hand information gathered during the authors' three-year stay in the country. The resulting picture is that of a new nation embarked upon a socialist "revolution" which owes little to Soviet or Chinese influences or, in some respects, even to the intentions of its leaders.
