If an accident of history had not given them the same names both peoples might have been spared the serious results of ignoring the significance of wide differences in historical inheritance, religion, language, customs and ideals. But the failure of both parties to take into account these differences has been fatal. Future historians will wonder that Americans, North and South, lived together on this Continent so long without understanding each other. Present citizens of this America of ours are themselves beginning to ask this question. This book is an effort to help the North American to answer it. Guidance in the selection of material from such a vast field, has not been the desire for a logical but rather for a psychological presentation of the problem. In the first place, an effort is made to have the reader share in the author's admiration of and belief in the future of the Latin American people. Since it is unfair, however, in drawing up the balance sheet of our friends to have only the credit side presented, the outstanding problems of our Southern neighbors are also given, largely as they themselves have stated them. With these friendly contacts established, history is reviewed to show that in the early days, both in the North and the South, there were warm reciprocal desires for Continental Solidarity, incarnated in Simon Bolivar of the South and Henry Clay of the North. But the Mexican War started a current of suspicion, which the Spanish-American War and the extension of North American control over the Caribbean countries developed into hatred. Book excerpt: Excerpt from Pan Americanism: Its Beginnings The history of Pan-Americanism falls roughly into three periods. The first, embracing the years of revolution and of the formation of new states, extends to about 1830; the second covers the succeeding three or four decades to the close of the Civil War; and the third extends from the Civil War to the present time. Of these periods the first is characterized by a strong tendency toward continental solidarity, the second by the opposite tendency toward particularism and distrust, and the third by the revival of the earlier tendency toward fraternal cooperation. The present study is devoted to the early period, the period of beginnings. It was undertaken and carried to completion as an academic task at Columbia University, under the direction and counsel of Professor John Bassett Moore, to whom the writer acknowledges a deep debt of gratitude. He is also under great obligations to Dr. Angel Cesar Rivas, who, during the course of the preparation of the book and while it was in proof, made helpful suggestions and invaluable criticisms; to Miss S. Elizabeth Davis, who read the proof; and to Senor D. Manuel Segundo Sanchez for various favors received. People have been struggling with that problem for over a century. Pan-Americanism is (and has been) an amalgam of diplomatic, political, economic, and cultural projects under the umbrella of hemispheric cooperation and housed institutionally in the Pan-American Union, and later the Organization of American States. But what made Pan-Americanism exceptional? The chapters in this volume suggest that Pan-Americanism played a central and lasting role in structuring inter-American relations, because of the ways in which the movement was reinvented over time, and because the actors who shaped it often redefined and redeployed the term. Through the twentieth century, new appropriations of Pan-Americanism structured, restructured, and redefined inter-American relations. Taken together, these chapters underscore two exciting new shifts in how scholars and others have come to understand Pan-Americanism and inter-American relations. First, Pan-Americanism is increasingly understood not simply as a diplomatic, commercial, and economic forum, but a movement that has included cultural exchange.
