Available in PDF, EPUB and Kindle. Book excerpt: "The new National Defense Program Guidelines (NDPG) announced by Japan on 17 December, 2010 have ushered in a number of significant, if incremental, changes in Japanese defense policy, force structure and decisionmaking processes, as policymakers in Tokyo grow increasingly wary of Chinese military development and maritime expansion in the disputed waters of the East China Sea. Beyond China s general military buildup, the new NDPG indicates that China is stepping up and expanding maritime activities in the region s surrounding waters, and these activities, coupled with the lack of transparency shrouding China s military and security aims are of concern to the regional and global community. While the new NDPG addresses a wide range of security challenges facing Japan, including the continuing destabilizing influence of North Korea and new concerns about cyber attacks, the core of this document focuses upon increasing Japan s ability to cope with what are described as gray zone conflicts that arise from disputes over territory, sovereignty and economic interests . The 2010 defense guidelines continue a trend begun in the previous NDPG, shifting the focus of Japan's Self Defense Forces (JSDF) from northern defense in Hokkaido toward the island chains that extend far to the south and closer to Taiwan and the Chinese mainland."--Introduction.

Book excerpt: Japan has a constitutional limitation (Article 9) that prohibits some kinds of military activity. Nonetheless, Japan requires a modern, effective defense capability. Emerging China is major security concern for Japan in the future. Regional ethnic and religious disputes and unrest may have a global impact, affecting Japan's security and well being. Japan also faces "gray zone" disputes that are unlikely to escalate into war, but which threaten Japan's security. This paper will examine the geopolitical, military, domestic, and international environment and will recommend a defense program to protect Japan's security while adhering to the provisions of Article 9. These recommendations include explicitly identifying Japan's values as a national interest, increasing Japan's participation in international stability efforts, and maintaining a balanced defense structure to deal with gray zone disputes.

Book Synopsis Enhancing Food Safety by : National Research Council
Download or read book Enhancing Food Safety written by National Research Council and published by National Academies Press. This book was released on 2010-11-04 with total page 589 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent outbreaks of illnesses traced to contaminated sprouts and lettuce illustrate the holes that exist in the system for monitoring problems and preventing foodborne diseases. Although it is not solely responsible for ensuring the safety of the nation's food supply, the U.S. Food and Drug Administration (FDA) oversees monitoring and intervention for 80 percent of the food supply. The U.S. Food and Drug Administration's abilities to discover potential threats to food safety and prevent outbreaks of foodborne illness are hampered by impediments to efficient use of its limited resources and a piecemeal approach to gathering and using information on risks. Enhancing Food Safety: The Role of the Food and Drug Administration, a new book from the Institute of Medicine and the National Research Council, responds to a congressional request for recommendations on how to close gaps in FDA's food safety systems. Enhancing Food Safety begins with a brief review of the Food Protection Plan (FPP), FDA's food safety philosophy developed in 2007. The lack of sufficient detail and specific strategies in the FPP renders it ineffectual. The book stresses the need for FPP to evolve and be supported by the type of strategic planning described in these pages. It also explores the development and implementation of a stronger, more effective food safety system built on a risk-based approach to food safety management. Conclusions and recommendations include adopting a risk-based decision-making approach to food safety; creating a data surveillance and research infrastructure; integrating federal, state, and local government food safety programs; enhancing efficiency of inspections; and more. Although food safety is the responsibility of everyone, from producers to consumers, the FDA and other regulatory agencies have an essential role. In many instances, the FDA must carry out this responsibility against a backdrop of multiple stakeholder interests, inadequate resources, and competing priorities. Of interest to the food production industry, consumer advocacy groups, health care professionals, and others, Enhancing Food Safety provides the FDA and Congress with a course of action that will enable the agency to become more efficient and effective in carrying out its food safety mission in a rapidly changing world.
Book Synopsis 2019 Missile Defense Review by : Department Of Defense
Download or read book 2019 Missile Defense Review written by Department Of Defense and published by Independently Published. This book was released on 2019-01-19 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: 2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Download or read book Providing for the Common Defense written by United States National Defense Strategy Commission and published by . This book was released on 2018 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The final report of the National Defense Strategy Commission is a compilation of the assessments of the National Defense Strategy and recommendations based on its analysis related not just to defense strategy, but also to the larger geopolitical environment in which that strategy must be executed. They consulted with civilian and military leaders in the Department of Defense, representatives of other U.S. government departments and agencies, allied diplomats and military officials, and independent experts. This publication is the consensus report of the Commission. The Commission argues that America confronts a grave crisis of national security and national defense, as U.S. military advantages erode and the strategic landscape becomes steadily more threatening. If the United States does not show greater urgency and seriousness in responding to this crisis and does not take decisive steps to rebuild its military advantages now, the damage to American security and influence could be devastating."--Publisher's description.
