Book excerpt: Excerpt from The New American Government, and Its Work The Theory of Checks and Balances - The great changes just described have all been opposed to the spirit and intentions of the men who drafted our form of government. If there was one fear that animated all members of the Convention of 1787, it was the dread of highly concentrated power. AS Englishmen they had long believed in the doctrine that government should be built up of Checks and Balances, that is, every authority, oflicer or legislative body should have some other authority which would check its power and prevent it from becoming absolute or despotic. One form of this doctrine is the theory of Division of Powers. A brilliant French writer, in a book 1 which was read and studied carefully by influential members of the Convention of 1787, de clared that the division of government into the executive, legisla tive, and judicial departments was a necessary means of preserving the liberty of the citizens against Oppression. His method of rea soning was simple. He asks, in what country is the freedom of the citizen best preserved? At the time of writing England was un doubtedly the freest country in the world. How is this freedom of the citizen secured in England? The author's answer was that the British government at that time separated sharply the executive power of the King from the legislative power of Parliament and the judicial power exercised by judges appointed for life. N 0 other country at that time carried this division of powers as far as did Great Britain. Montesquieu therefore concluded that the division of powers was the most effective means of preserving the liberty of the citizen from government despotism. The Fathers followed this theory faithfully in 1787. The three departments were sepa rated as far as possible, and where their co - operation was necessary, they were set in balance as checks against each other. It will be noticed that the underlying motive of the Fathers was the fear of 7 oppression. Briefly expressed it is: Let us divide governmental power into minute particles, giving a small part to each authority so that none may become supreme or even dangerous. Book excerpt: Excerpt from The Essentials of American Government IT is somewhat presumptuous to attempt to reduce American Government to its essential principles. The subject is difficult - more or less technical and quite beyond the compass of any one book. Therefore, in writing the present volume, the author cites many books in which the matter under immediate consideration is discussed at length. The rule of rules for the student of American government is M ultum, not Multa. There is peril, if only the principle be considered, that what knowledge is gained will be an acquaintance with abstractions; if the ex ample, or illustration alone is considered, the peril is of a memory of facts more or less tem porary, or isolated. Government is essentially organic in nature and must be studied as an organism. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from American Government and Politics IN this edition I have followed the lines of the revision of November, 1913. I have vainly hoped for, but not yet found, leisure in which to recast the entire text. The continued demand for the book is some proof that it serves many people in its present general form, and therefore I venture, for a while longer, to let the main structure stand just as it was conceived ten years ago. I have, however, eliminated a large mass of details. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The American Republic and Its Government: An Analysis of the Government of the United States With a view to this larger study of American politics, and as leading up to it, it seems to me necessary to recog nize that between the field for the elementary text-books in Civics and that of the advanced classes in the universi ties that call for special and extensive study in works like that of Mr. Bryce, there is an intermediate field. My effort has been to fill this gap, to provide an intermediate book for advanced courses ln-high schools or for elemen tary courses in the colleges. It is believed that in this field of Civics there are classes of students well prepared for more advanced work than is ordinarily pursued in high schools, whose interest will be more easily and effectively aroused and sustained by a somewhat elaborate discussion of the more important subjects in the study of the American Government and its principles. For this purpose it seems better to present more extensive treatment of fewer subjects than to reconsider the great variety of miscellaneous topics usually contained in the books on elementary Civics. But an over-extended Literature commonly defeats its own ends. The common student especially is lost in the multitude of titles cited. Book excerpt: Excerpt from American Government: A d104-Book for Secondary Schools It is the author's hope that this little book may be found useful in many classes as a manual from which a fairly definite idea of the character and work of our governments may be obtained, with suggestions and material for the further study of particular topics and the practical side of American government as it is to - day. In writing the book he has made use of much the same material as in simi lar chapters of his American Federal State, supplementing those authorities with many that have appeared within the last two years, especially in periodical literature. From that work he has borrowed freely, without the use of quotation marks, for several sections of the text and for references and questions given at the end of the chapters. Book excerpt: Excerpt from Readings in American Government The purpose of this volume is to bring together a number of articles and documents which are not readily available for classroom use but which are of value because they show how the government functions. Each selection has been chosen because of its vigor, its thoroughness, and the freshness of its point of attack. Most of the readings have been put to the test with a group of college sophomores and juniors in the School of Citizenship and Public Affairs, Syracuse University, who have responded to the material with more enthusiasm and interest than to the text-books. As far as possible, selections have been reprinted which show the relationship of economics, sociol ogy, history, and psychology to the problems of government. Book excerpt: Excerpt from Readings in American Government and Politics While the materials come from a large variety of sources, I have chosen wherever possible from the writings of men who have had a practical experience in the conduct of government. I have also sought to illustrate the larger and more permanent features of our political system, rather than to furnish a handy guide to the law and practice. To facilitate the work of the student and teacher, I have endeavored to make each extract clear, compact, and self-explanatory, and in several instances I have condensed considerably by omitting obscure allusions and passages not bearing directly on the principles which I have wished to bring out. To avoid marring the pages with unsightly points, I have merely placed an asterisk at the head of each selection which has been subjected to this process of condensa tion. The side notes are intended primarily to help the teacher in conducting class discussions. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
