Each year, Sweden contributes over $3 billion to aid the world's poorest citizens and struggling democracies, asking nothing in return. And, a generation ago, Costa Rica defied U.S. power to broker a peace accord that ended civil wars in three neighboring countries--and has now joined with principled peers like South Africa to support the United Nations' International Criminal Court, despite U.S. pressure and aid cuts. Hundreds of thousands of refugees are alive today because they have been sheltered by one of these nations. Global Good Samaritans looks at the reasons why and how some states promote human rights internationally, arguing that humanitarian internationalism is more than episodic altruism--it is a pattern of persistent principled politics. Human rights as a principled foreign policy defies the realist prediction of untrammeled pursuit of national interest, and suggests the utility of constructivist approaches that investigate the role of ideas, identities, and influences on state action. Brysk shows how a diverse set of democratic middle powers, inspired by visionary leaders and strong civil societies, came to see the linkage between their long-term interest and the common good. She concludes that state promotion of global human rights may be an option for many more members of the international community and that the international human rights regime can be strengthened at the interstate level, alongside social movement campaigns and the struggle for the democratization of global governance.

This book argues that regardless of their citizenship status, non-citizens should, by virtue of their essential humanity, enjoy all human rights unless exceptional distinctions serve a legitimate State objective and are proportional to the achievement of that objective. Non-citizens should have freedom from arbitrary arrest, arbitrary killing, child labour, forced labour, inhuman treatment, invasions of privacy, refoulement, slavery, unfair trial, and violations of humanitarian law. Additionally, non-citizens should have the right to consular protection; equality; freedom of religion and belief; labour rights (for example, as to collective bargaining, workers' compensation, healthy and safe working conditions, etc.); the right to marry; peaceful association and assembly; protection as minors; social, cultural, and economic rights. There is a large gap, however, between the rights that international human rights law guarantee to non-citizens and the realities they face. In many countries, non-citizens are confronted with institutional and endemic discrimination and suffering. The situation has worsened since 11 September 2001, as several governments have detained or otherwise violated the rights of non-citizens in response to fears of terrorism. This book attempts to understand and respond to the challenges of international human rights law guarantees for non-citizens human rights.

Barry L. Stiefel achieves a powerful synthesis of material culture research and traditional historical research in his examination of the early modern Jewish diaspora in the New World. Through this illustrated work, Stiefel examines forty-six synagogues built in Europe, South America, the Caribbean Islands, colonial and antebellum North America, and Gibraltar to discover what liturgies, construction methods, and architectural styles were transported from the Old World to the New World. Some are famous—Touro in Newport, Rhode Island; Bevis Marks in London; and Mikve Israel in Curaçao—while others had short-lived congregations whose buildings were lost. The two great traditions of Judaism—Sephardic and Ashkenazic—found homes in the Atlantic World. Examining buildings and congregations that survive, Stiefel offers valuable insights on their connections and commonalities. If both the congregations and buildings are gone, the author re-creates them by using modern heritage preservation tools that have enriched our understanding of the past, tools from such diverse sources as architectural studies, archaeology, computer modeling and rendering, and geographic information systems—all of which, when combined, can bring an even richer understanding of the past than incomplete, uncertain traditional historical resources. Buildings figure as key indicators in Stiefel’s analysis of Jewish life and social experience, but the author’s immersion in the faith and practice of Judaism invigorates every aspect of his work.
