Book excerpt: My interest in the 'refugee question' of the 1930s stemmed initially from time spent as an undergraduate at Manchester University, an interest which has been expanded, via a doctoral thesis, to the writing of this book. In wri ting about the German and Austrian refugees who fled to the Netherlands before the country was occupied in May 1940, the main aim has been to re turn the 'refugee question' of the 1930s into its pre-war context,a context from which it has often been dragged to provide an introduction to the events of the war period and the policies carried out by the Germans in oc cupied Europe. A study of the Netherlands provides the opportunity to look at refugees as a whole, not just as Jews, social democrats or communists, and also to examine the reaction and response of an European government to what was essentially a unique problem. I take great pleasure in recording my gratitude to the many people who have helped me in the course of my work. To the Dutch Ministerie van On derwijs en Wetenschappen and the Twenty-Seven Foundation for grants which enabled me to spend time in the Netherlands completing the research for this project, and to the British Acadamy for their financial assistance with publication costs. Approximately one-third of these losses were borne by Jews, who comprised only 1.6% of the total population. In todays terms, the German occupiers stripped the Jewish population of assets worth $7 billion.Nazi Looting offers a comprehensive history of the Dutch experience and demonstrates how reputable indigenous institutions acted as willing collaborators. Beginning with a survey of international law and various definitions of 'looting', the author shows how the Germans systematically robbed Dutch Jewry through a variety of means that gave the outward appearance of honest trading. Forced to sell under duress and at unreasonably low prices, few dared refuse the German on the doorstep when threatened with prison or incarceration in a camp.The plundering was total and systematic. In May 1940, a team of highly trained art historians, linguists, musicologists and literary experts arrived immediately behind the victorious German troops to catalogue the vast collections for Hitler. From 1941, Jews were compelled to deposit all their money into a bank called Lippmann, Rosenthal Co. The name of the bank itself was a cynical ploy since it was taken from a respected, Jewish-owned Amsterdam bank and presented as a new branch. This bank, however, simply channelled money into the Third Reich with the help of the Amsterdam Stock Exchange, insurance brokers and other well-established Dutch banks. Once the Jews were deported, their houses were emptied and the contents used to re-furnish bombed out areas of the Reich. In common with many other formerly Nazi-occupied countries in Europe, the Netherlands has been unable to retrieve many of its pre-war assets. In the Netherlands, the myth that resistance to Nazi occupation was high among all sectors of the population has retained a strong hold, and yet many Dutch Jews fell victim to deportation and annihilation in the camps of Eastern Europe. How could a country that prided itself on its tolerance, adherence to legal norms, and democratic government have been the site of such an enormous tragedy? Even while Nazi arrests of Jews were taking place, Arnold Douwes, a gardener and restless adventurer, headed a clandestine network of resistance and rescue. Douwes had spent time in the United States and France and was arrested several times by the police after his return to the Netherlands in 1940. Keenly aware that he was doing something important, he started a diary in the summer of 1943. He hid some thirty-five small notebooks in jam jars at safe houses in the vicinity of his base in Nieuwlande (Drenthe). After the war, he dug the notebooks up and transcribed them, adding several postwar sections with scrupulous notations. Bob Moore has translated Douwes’s diary into English for the first time, and he and coeditor Johannes Houwink ten Cate have added a historical and contextual introduction, annotations, and a glossary for readers who may not be familiar with Dutch technical terms or places. Organized chronologically, and remaining largely as Douwes originally wrote it, the diary sheds light on the successes—and failures—of this important Dutch rescue network.
