This Conference is convinced that the financial danger cannot be overcome until measures are taken to restore pro duction in Russia and to restart trade relations with that country. This Conference desires to record its conviction that Europe cannot obtain either credit guarantees or the credits themselves until the various nations reduce their military outlays, make a real effort to curtail their governmental expenditure, endeavour to restore the equilibrium to their budget, and thus indicate their intention to st0p the issue both of paper currency and of governmental loans for other than productive purposes. This Conference desires to express its appreciation of the effort of the League of Nations to avert the imminent financial danger by means of the Brussels Conference, and trusts that the League will take further steps to avert the danger by inducing the whole world to participate in the work of reconstruction and to consent to the creation of some system of collective credit by means of which the acces sities of Europe can be satisfied.
