The authors examine the use of airlift in past and present counterinsurgency operations, including the Foreign Internal Defense program. They conclude that general U.S. airlift forces can accomplish most counterinsurgency missions effectively, with adjustments in employment doctrines and training. However, they also note that continued operations likely will require reinforcement of the general airlift fleet and, perhaps, acquisition of a small fleet element optimized for certain counterinsurgency missions.

Book excerpt: This study analyzes the theater airlift implications for the United States Army's new vision for land warfare in the 21st century, the Army After Next (AAN). The AAN planners envision a lighter, leaner, and more lethal force that will rely heavily on information dominance to maximize combat effectiveness throughout the projected nonlinear battlespace. This new vision requires a change in the role of theater airlift. This thesis addresses the question, "What theater airlift capabilities will be critical to support the Army After Next, and which emerging systems provide the best path to achieve such capabilities?" This paper provides a brief explanation of the fundamental elements of the AAN concept, and their implications for future airlift. From that analysis, the thesis identifies four key capabilities that will be required of theater airlift at unprecedented levels: (1) austere operations, (2) cargo handling capability, (3) situational awareness, and (4) defensive systems. After describing current theater airlift capabilities, the paper provides some alternative paths to acquire the necessary airlift capabilities. The following conclusions were among those developed through analysis. Based on the data available, the tilt wing concept provides the best platform to meet AAN lift/airfield requirements. Also, austere operations will require a "stand-off" capability for evaluating the suitability of opportune landing sites. Autonomous, efficient cargo handling systems embedded in the design of the aircraft will not only enhance flexibility but also increase survivability in hostile environments.

Aspects of tactical military airlift operations are identified from these scenarios. The list of important issues that results can be considered when employing tactical military airlift in the future. Using inductive reasoning, tactical military airlift operations in each scenario, and their success or failure, are examined to develop a pattern for recognizing and describing similar situations in the future. Experiences at Stalingrad, Dienbienphu, and Kile Sanh indicated that there are nine elements that should be considered when employing tactical military airlift. Those elements are command and control, aircraft availability and capabilities, technology, location and weather, logistical requirements, support and defense intelligence gathering, training, and political considerations. Command and control, aircraft availability and capabilities, support and defense, and intelligence gathering are identified as crucial elements for success in tactical military airlift operations. The remaining five elements may have an impact on the crucial elements. Historical experience at Stalingrad, Dienbienphu, and Kile Sanh indicate that successful application of simple concepts is not automatically achieved. Recognition of the crucial elements and their secondary elements is important to the future of tactical military airlift operations.
