Book excerpt: Thorvald Stoltenberg President of the Norwegian Red Cross Chairman of the Editorial Advisory Board Despite the very optimistic language on the imminence of new accessions to the European Union that came out of the June 2001 European Council in Gothen burg, it will serve no good purpose to neglect the fact that EU membership for the Central and Eastern European applicants remains a difficult process. Painful experience makes it prudent to exercise caution in predicting developments with in the European Union. Negotiations may drag out, snags may appear and some thing may happen on the way to ratification. So perhaps it is wise to take a broad er view of European integration - and therefore integration within the North European, Barents and Baltic Sea region that is the focus of this Yearbook. EU membership for those countries that are able to satisfy the Copenhagen requirements - and the chapters of the acquis communautaire that have subse quently been specified - is certainly a prize worth fighting for. But all is not lost if some of the applicants end up not joining the Union as a result of the current enlargement round. Even more important than formal membership is the process of growing together that has taken place simultaneously with the membership negotiations. We are dealing here with integration in the real world of trade, investments, division of labour, politics, environment, hard and soft security, people-to-people relations etc.

One of the most important co-operative organisations in the European Northeast, i. e. The Council of the Baltic Sea States, was launched in 1992. The Barents Euro Arctic Council was established in 1993. An avalanche of co-operative and cross-border initiatives has since hit this part of Europe with all kinds of actors participating - states, regional and municipal authorities, univer sities, national organisations, businesses and private interests. Even international organisations and actors from outside the immediate NEBI area have taken a special interest in this dynamic part of the world. Among the most important is the European Union, whose Finnish-inspired Northern Dimension initiative has become a permanent fixture. As many of the chapters in NEBI 2003 testifY, integration in the NEB I area - across old political and ideological borders and cultural and socio-economic divides that are among the most pronounced anywhere in the world - has on the whole been a great success.

The concept of'innovation systems' carries the idea that innovations do not originate as isolated discrete phenomena, but are generated through the interaction of a number of actors or agents. This set of actors and interactions possess certain specific characteristics that tend to remain over time. Such characteristics are also shared by national, regional, sectoral and technological interaction systems. They can all be represented as sets of [institutional] actors and interactions, whose ultimate goal is the production and diffusion of knowledge. The major theoretical and policy problem posed by these systems is that knowledge is generated not only by individuals and organisations, but also by the often complex pattern of interaction between them. To understand how organisations create new products, new production techniques and new organisational forms is important. An even more fundamental need is to understand how organisations create new knowledge if this knowledge creation lies in the mobilisation and conversion of tacit knowledge. Although much has been written about the importance of knowledge in management, little attention has been paid to how knowledge is created and how the knowledge creation process is managed. The third component of the research triangle concerns complexity.

In recent years, they have been given a promise from Canadian and Danish governments that offers them more responsibility for their lands and thus control over their lives without fear of being outnumbered by outsiders. The Arctic Promise looks at how much the Inuit vision of self-governance relates to the existing public governance systems of Greenland and Nunavut, and how much autonomy there can be for territories that remain subordinate units of larger states. By means of a bottom-up approach involving cultural immersion, contextual, jurisprudential, and historical legal comparisons of Greenland and Nunavut, The Arctic Promise examines the forms, evolution, and scope of the right to autonomy in these Arctic jurisdictions. Book excerpt: Graham Clarke and Moss Madden 1. 1 Background In the mid 1990s there were a number of papers in regional science that questioned the relevance and purpose of the entire sub-discipline. Bailly and Coffey (1994) for example, talked of 'regional science in crisis'. They argued that there were two fundamental problems. First, regional science was too theoretical in the sense that many of its products were models that could neither be calibrated (too complex) or operationalised (too abstract) in the real world. They suggested that regional science had not sufficiently demonstrated that it can address real-world problems and subsequently lacked a focus on relevant policy issues. Second, they argued that regional science had become too narrow in focus and had moved away too far from real people and their daily concerns or struggles in life. This was not the first time we had witnessed these sorts of arguments, both from outside the discipline and from within. Sayer (1976) was perhaps the first to argue for a shift from a model-based focus in regional science to one based on political economy. Breheny (1984) criticised the 'deep ignorance among regional scientists of the nature of practical policy making and implementation' (see also Rodwin (1987) for similar views in the mid 1980s). Such self-reflection is a feature of many disciplines as they reach maturity. There have been many similar reflections in geography (Johnston 1996, Barnes 1996) and economics (see the collection in the January edition of the Economic Journal 1991).
