Available in PDF, EPUB and Kindle. Book excerpt: Reports of NATO's death have been greatly exaggerated. Characterizations of NATO as a relic of the past do not square with the fact that the Alliance is busier today than at any time in its history. As Europe has become more unified and more democratic, NATO has assumed new layers of significance in the global security environment. In a post-September 11 world, the old 1990s debate about what is in area and what is out of area is a luxury that the Alliance can no longer afford. Decisions made at the 2004 Istanbul summit aimed at enhancing NATO's partnerships with the states of Central Asia and extending the partnership concept to the Greater Middle East reflect the Alliance's new, more global presence as do new military missions in Afghanistan, Iraq, and Sudan. Moore argues that a careful analysis of NATO's new, more global focus suggests that it's not the nature of NATO's mission that has changed, but rather its scope. NATO is approaching its new out of area missions with the political tools developed after the Soviet threat faded in the early 1990s when the Allies agreed that, rather than merely defend an old order, they would now create a new one grounded in liberal democratic values, including individual liberty and the rule of law. Indeed, the mission of projecting stability eastward was understood to be inextricable from the promotion of these values. This new mission required that NATO devote greater attention to its political dimension. In fact, as the United States turned to promoting democracy around the world in the wake of September 11, it ultimately sought to enlist NATO in its mission of extending democracy beyond Europe to Central Asia and the Middle East. As Moore demonstrates in her attempt to provide a full and comprehensive understanding of the new NATO, while divisions within the Alliance persist as to just how global NATO should be, the post-September 11 security environment ensures that NATO's survival depends upon its willingness to project security beyond Europe. That mission will be as much political as it is military.

Available in PDF, EPUB and Kindle. Book excerpt: This volume is comprised of a collection of diplomatic documents covering British reactions to, and policy towards, the collapse of the German Democratic Republic and the unification of Germany in 1989-90. The peaceful unification of Germany in 1989-90 brought a dramatic end to the Cold War. This volume documents official British reactions to the collapse of East Germany and the fall of the Berlin Wall, and the evolution of British policy during the ‘Two plus Four’ negotiations that provided the international framework for the merger of the two German states. All of the documents fall within the UK’s 30-year rule and have therefore not previously been in the public domain. Most are drawn from the archives of the Foreign and Commonwealth Office, but there are also a large number of Prime Ministerial files from the Cabinet Office archives. These are of particular interest for the light they throw on the views of Margaret Thatcher. Taken together, the documents show that despite Mrs Thatcher’s well-known reservations about German unity, the United Kingdom played a vital and constructive role in the negotiations that helped to bring it about. This volume will be of great interest to students of International History, British Political History, and European Politics and International Relations in general. Patrick Salmon is Chief Historian at the Foreign and Commonwealth Office. Keith Hamilton is a Historian at the Foreign and Commonwealth Office and Senior Editor of Documents on British Policy Overseas. Stephen Twigge is a Senior Historian at the Foreign and Commonwealth Office.

Available in PDF, EPUB and Kindle. Book excerpt: Vivid, succinct, and highly accessible, Heinrich Winkler's magisterial history of modern Germany offers the history of a nation and its people through two turbulent centuries. It is the story of a country that, while always culturally identified with the West, long resisted the political trajectories of its neighbors. This first volume (of two) begins with the origins and consequences of the medieval myth of the "Reich," which was to experience a fateful renaissance in the twentieth century, and ends with the collapse of the first German democracy. Winkler offers a brilliant synthesis of complex events and illuminates them with fresh insights. He analyses the decisions that shaped the country's triumphs and catastrophes, interweaving high politics with telling vignettes about the German people and their own self-perception. With a second volume that takes the story up to reunification in 1990, Germany: The Long Road West will be welcomed by scholars, students, and anyone wishing to understand this most complex and contradictory of countries.
