Book excerpt: Based on rigorous analysis of the propaganda of five Western European separatist parties, this book provides in-depth examination of the ‘nationalism of the rich’, defined as a type of nationalist discourse that seeks to end the economic ‘exploitation’ suffered by a group of people represented as a wealthy nation and supposedly carried out by the populations of poorer regions and/or by inefficient state administrations. It shows that the nationalism of the rich represents a new phenomenon peculiar to societies that have set in place complex systems of wealth redistribution and adopted economic growth as the main principle of government legitimacy. The book argues that the nationalism of the rich can be seen as a rhetorical strategy portraying independent statehood as a solution to the dilemma between solidarity and efficiency arisen in Western Europe since the end of the Glorious Thirties. It further suggests that its formation can be best explained by the following combination of factors: (1) the creation, from the end of the Second World War, of extensive forms of automatic redistribution to a scale previously unprecedented; (2) the beginning, from the mid-1970s, of an era of ‘permanent austerity’ exacerbated, in specific contexts, by situations of serious public policy failure; (3) the existence of national/cultural cleavages roughly squaring with uneven development and sharp income differentials among territorial areas of a given state.

Taxing the Rich draws on unparalleled evidence from twenty countries over the last two centuries to provide the broadest and most in-depth history of progressive taxation available. Scheve and Stasavage explore the intellectual and political debates surrounding the taxation of the wealthy while also providing the most detailed examination to date of when taxes have been levied against the rich and when they haven't. Fairness in debates about taxing the rich has depended on different views of what it means to treat people as equals and whether taxing the rich advances or undermines this norm. Scheve and Stasavage argue that governments don't tax the rich just because inequality is high or rising—they do it when people believe that such taxes compensate for the state unfairly privileging the wealthy. Progressive taxation saw its heyday in the twentieth century, when compensatory arguments for taxing the rich focused on unequal sacrifice in mass warfare. Today, as technology gives rise to wars of more limited mobilization, such arguments are no longer persuasive. The Politics and Poetics of Authenticity places authenticity at the heart of Sinhala nationalism in late nineteenth and twentieth-century Sri Lanka. It argues that the passion for the ‘real’ or the ‘authentic’ has played a significant role in shaping nationalist thinking and argues for an empathetic yet critical engagement with the idea of authenticity. Through a series of fine-grained and historically grounded analyses of the writings of individual figures central to the making of Sinhala nationalist ideology the book demonstrates authenticity’s rich and varied presence in Sri Lankan public life and its key role in understanding postcolonial nationalism in Sri Lanka and elsewhere in South Asia and the world. In the United States, nearly one in every three scientists and engineers was engaged in defense-related research and development at the end of the Cold War, but the relative strength of the American economy has declined in recent years. What is the relationship between what has happened in the two countries? And where did Japan's technological excellence come from? In an economic history that will arouse controversy on both sides of the Pacific, Richard J. Samuels finds a key to Japan's success in an ideology of technological development that advances national interests. From 1868 until 1945, the Japanese economy was fired by the development of technology to enhance national security; the rallying cry "Rich Nation, Strong Army" accompanied the expanded military spending and aggressive foreign policy that led to the disasters of the War in the Pacific. Postwar economic planners reversed the assumptions that had driven Japan's industrialization, Samuels shows, promoting instead the development of commercial technology and infrastructure. By valuing process improvements as much as product innovation, the modern Japanese system has built up the national capacity to innovate while ensuring that technological advances have been diffused broadly through industries such as aerospace that have both civilian and military applications. Struggling with the uncertainties of a post-Cold War economy, the United States has important lessons to learn from the way Japan has subordinated defense production yet emerged as one of the most technologically sophisticated nations in the world. This book describes and explains the experiences of discrimination and racism that foreigners and ‘new’ Koreans have faced in a multicultural South Korea. It looks at how society has treated the foreigners and what their experiences have been given that common discourse about race in Korea surrounds issues of Korean heterogeneity and pure blood nationalism. Starting with critiques of Korean scholarship and policy framework on multiculturalism, this book argues for the need to revisit the most fundamental aspect of multiculturalism: the host population’s ability to respect new comers rather than discriminate against them. The author employs a critical realist understanding of racism and attempts to identify long-lasting institutional factors which make Korean society less than welcoming ‘new’ or temporary Koreans. A large number of new reportages are identified and systematically analysed based on the principles of grounded theory method. The findings show that nouveau-riche nationalism and pure-blood nationalism are widely practised when Koreans deal with ‘foreigners’. As a newly industrialised and highly successful nation, Korean society is still in transition and treats foreigners according to economic standard of their countries of origin. As one of the very first books in English about foreigners’ experiences of Korean nationalism, multiculturalism and discrimination, it will be of great interest to students and scholars of Sociology, Ethnic studies, Asian studies, Korean studies, Media studies and Cultural studies.
