Book excerpt: In March of 1992, twenty representatives from standards setting bodies, the shipbuilding industry, and government met for two and one half days in Kansas City to formulate a blueprint for developing a coordinated marine industry standardization process and create a unified vision of the critical role standards can play in improving the global competitive position of the U.S. shipbuilding industry. The workshop produced a list of ten strategic advantages an industry standardization program can provide to U.S. shipbuilding; a vision statement for the United States Ship and Marine Technology standardization effort; nine strategic goals with which to guide this effort over the next one to five years; and thirty-seven short term action recommendations tied to the strategic goal statements The Workshop was originally identified as SNAME Ship Production Committee, Panel SP-6, Standardization Project P-69" and was an expansion of effort under MARAD contract administered by Peterson Builders, Inc. as part of the Program Management function (Task P-58). It was also closely related to the Standards Master Plan Project (Task P-66). The Workshop was developed with the intent that it start with a clean sheet of paper, there would be no sacred cows". In order to ensure the highest level of objectivity, a facilitator and standards technical advisor with no connections to the Marine Industry were retained to design and conduct the Workshop. Assisting them was an ad hoc committee consisting of the Panel Chairman, SP-6 Program Manager, and the Long-Range Plan Project Director.

The concept was to analyze existing NSRP research and determine important areas where education and training could enhance implementation. The initial implementation involved development of two workshops and could be followed by additional educational and training projects contingent upon this project's results and future funding. This final report details the results of the analysis how the workshops were developed and presented and the workshop outcomes. The objectives of this project are as follows: * Identify important areas of existing NSRP research for which education and training can significantly facilitate the implementation of research results in U.S. shipyards. * Develop and present two short courses including related instructional materials at four locations in support of the implementation of two NSRP research areas deemed important but not yet widely and/or successfully implemented at U.S. shipyards. * Lay the foundation for additional courses to be developed and presented in support of NSRP research implementation in other important subject areas.

The material presented at the Workshops was developed during several projects under the National Shipbuilding Research Program. Peterson Builders, Inc. of Sturgeon Bay, WI is the location where the initial research was carried out. In particular, the pipe fabrication shop at PBI was the first shipyard activity to develop and apply scheduling standards in real time for planning and shop loading of work orders. The initial application took place in 1981. Since that time, other follow-on projects have identified alternate techniques for developing scheduling standards, greatly reducing the time and effort needed to create these tools. PBI has continued to use scheduling standards in their pipe fabrication shop ever since the initial trial, and has improved and expanded their development and application with impressive results. The history of this technique, the alternate methods for creating scheduling standards, and the practices currently being applied at PBI were covered in detail during each Workshop.

Book excerpt: Key members of the maritime community recognized some time ago the value of applying the analytical and common-sense techniques of industrial engineering within U.S. shipyards. In order to raise the awareness of shipyard decision makers to the benefits of scientific management and to promote the use of an analytical approach to problem solving in shipbuilding, a forum was created for information exchange. Under provisions of the Merchant Marine Act of 1970, the U.S. Maritime Administration (NARAD) established the National Shipbuilding Research Program (NSRP) to develop improved technical information and procedures for use in U.S. shipyards. As the program evolved, direction was provided by the Ship Production Committee of the Society of Naval Architects and Marine Engineers (SNAME). This committee, along with the Bath Iron Works Corporation, proceeded to establish the proper direction to reduce the cost and time for ship construction. In order to carry out these objectives, MARAD, Bath Iron Works, and the Institute of Industrial Engineers (IIE) held a three-day planning workshop with representatives from U.S. shipyards in February 1978. A direct result of the workshop was the formulation of the Shipyard Industrial Engineering Panel, SP-8.

Traditional planning mechanisms have given way to PERT networks and sophisticated data collection and reporting computer systems. This transition has not been as successful as was intended as evidenced by the planning and scheduling problems faced by many of these computerized yards. Data processing was moved from the basic accounting arena into operations research and massive production-oriented systems which has diluted the planning effort. This is caused by planners which have not evolved from production, a planning attitude that the computer can solve all problems. and management's inability to recognize the shortcomings of computer software. Technology is available to assist the shipyard with total planning and complete ship's plans and schedules. However planning. in itself, must be adapted to use this computer technology and not be driven by it.

Administrative arrangements for prosecuting Subtasks under this Project were developed based on the general requirements for performing projects under the NSKP. These arrangements were approved by the members of the SPC Panel SP-1 Ad Hoc Committee for Environmental Studies and Testing (FS & T) and by the NSPP Program Manager at NASSCO. This Subtask prepared a white paper on the issues and considerations associated with facilities and environmental matters that must be reflected in the development of the Strategic Investment Plan (SIP) being actively prosecuted by the NSRP. The presentation was delivered at a workshop of the SIP Planning Group in March 1998. The white paper also will be of continuing use to several shipyards as the basis for keeping senior management appraised of the vital need for environmental considerations in virtually all shipyard activities. The Subtask was performed by Jennifer L. Kraus GEGGo Associate of the 3E Company San Diego GA. Work began on 18 Mar 1998 and was completed on 31 Mar l998. The white paper was distributed by NASSGO to interested members of SPG Panel SP-l. Cost of the Subtask was $6,780.
