Book excerpt: First published in 1957, this study traces the development of the national policy as it affected the growth of the Canadian trade and discusses the grain marketing problems of Western Canada in the decades that followed, with detailed attention to legislation and moves by various growers' groups in an attempt to meet these problems. This important study in political economy is organized into four main parts. In Part One the author traces the development of the national policy and its impact on the growth of the wheat empire in the years before 1900. In Part Two, he discusses the grain marketing problems of western Canada during the 1900-1920 period. Part Three is a masterful exposé of the history of the open market system and of the history and policies of the Canadian Wheat Pools, and Part Four examines the economic philosophy behind the development of the national policy.

Book excerpt: This book deals with an important and timely issue: the political and economic forces that have shaped agricultural policies in the United States during the past eighty years. It explores the complex interactions of class, market, and state as they have affected the formulation and application of agricultural policy decisions since the New Deal, showing how divisions and coalitions within Southern, Corn Belt, and Wheat Belt agriculture were central to the ebb and flow of price supports and production controls. In addition, the book highlights the roles played by the world economy, the civil rights movement, and existing national policy to provide an invaluable analysis of past and recent trends in supply management policy.

Available in PDF, EPUB and Kindle. Book excerpt: This bulletin presents an annual econometric model of the U.S. wheat economy. The research is part of a series on models for the major U.S. field crops; the goal is to provide forecasting and policy analysis tools of ultimate use for policy purposes. Prices for sorghum, a major competitor in the domestic wheat-feed industry, affect wheat supplies, domestic demand, and foreign demand. Rising incomes in less developed countries encourage purchases of U.S. wheat, but income growth in Japan and Western Europe reduces purchases. U.S. Government policy options for exportable wheat-food aid, exports to centrally planned countries, or Government stock ownership-have significantly different influences on wheat prices.

Available in PDF, EPUB and Kindle. Book excerpt: Written in the early 1980s, The Future of Grain examines Canada's growing grain exports and the outlook for the industry's future. The authors examine the prospects such an increase holds for the largely static Canadian industries connected to grain: manufacturers of agricultural machinery, pesticides and fertilizers; processing industries such as feed and flour milling, canola crushing and barley malting. And they suggest improvements to every aspect of government involvement--from measures to conserve Prairie soil to macroeconomic policy--that affects this important sector. The Future of Grain offers a valuable analysis of this important agricultural sector at a vital time in its history.

Available in PDF, EPUB and Kindle. Book excerpt: This book develops an analytical framework for understanding United States foreign agricultural policy through a "state interest" approach, and describes and analyses seven cases of food policy decisions through this perspective which shows that decision makers sought on most occasions to utilise US food resources to accomplish foreign policy objectives. A fundamental aspect of the statist approach is the recognition that those sectors representing the interest of the state will inevitably confront other actors in the policy process who are likely pursuing conflicting objectives. This book looks at contemporary circumstances in the formulation of US agricultural policy, in particular those alterations that occurred beginning in 1972. It offers an analysis of the nature of foreign economic policy and outlines the re-emergence of economics as an important component of US foreign policy, and an analysis of the concept of "food power".

Available in PDF, EPUB and Kindle. Book excerpt: The Argentine and Canadian wheat economies, starting from very similar positions in the late nineteenth century, had diverged startlingly by 1930. In wheat production and export Argentina had stagnated and declined, while Canada had surged to a position of world leadership. This book explains how Canada had outpaced Argentina, a country with better growing conditions and a much shorter haul to port. The author finds the explanation in how differing government policies affected the paths the Canadian and Argentine wheat economies took. The author's investigations center on several key questions: In what ways did Canadian and Argentine policy makers and wheat growers attempt to improve their competitive positions by introducing efficient marketing systems, research, and agricultural education? How responsive were the two political systems to questions of land tenure, the role of immigrants, and political representation in the wheat regions? In sum, how did quite different views on the role of the state affect the outcome? The book is in three parts. The first provides a basic political and economic overview of Argentine and Canadian history between 1880 and 1930. The second part analyzes and compares the two countries' basic agricultural development policies. In the third part the focus moves away from a topical emphasis and shifts to an analysis of major agricultural policy issues in the two countries. The concluding chapter presents some final thoughts on the different paths of agrarian development in the two countries.
