Book excerpt: Ever since Myanmar regained her independence in January 1948, the Tatmadaw (Myanmar Armed Forces) has been crucial in restoring and maintaining law and order. It is one of the most important institutions in Myanmar politics. Various aspects of the Tatmadaw have been studied. The most notable area of study has been the political role of the military. This study looks at the organizational development of the Myanmar armed forces. It analyses four different aspects of the Tatmadaw: military doctrine and strategy, organization and force structure, armament and force modernization, and military training and officer education. It sets out security perceptions and policies, charting developments in each phase against the situation at the time, and also notes the contributions of the leading actors in the process. Since early 1990s, the Tatmadaw has implemented a force modernization programme. This work studies rationales and strategy behind the force modernization programme and examines the military capabilities of the Tatmadaw. Drawing extensively from archival sources and existing literature, this empirically grounded research argues that, while the internal armed security threat to the state continues to play an important role, it is the external security threat that gives more weight to the expansion and modernization of the Tatmadaw since 1988. It also argues that, despite its imperfections, the Tatmadaw has transformed from a force essentially for counter-insurgency operations into a force capable of fighting in limited conventional warfare.

To assist efforts, ESCAP and OECD conducted a multi-dimensional policy review of Myanmar from the end of 2012 in coordination with the Government of Myanmar. During the review, the lack of information on the business conditions on the ground was found to be a serious impediment to the development of appropriate polices. To address this, a joint business survey with the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) was conducted, providing a rich dataset of 3 000 firms in all sectors and regions to help in understanding characteristics and the challenges they face. This publication explores the results in depth, in order to develop policies that address challenges and promote private sector development in Myanmar.

Available in PDF, EPUB and Kindle. Book excerpt: Child workers constitute a significant share of the Myanmar labor force, which has translated into an unprotected child labor market. Given the prevalence of issues surrounding school enrollment and dropout rates, this paper investigates the relationship between child work and education. Using data from the 2015 Labor Force survey, it studies what factors explain child work and how this can in turn affect schooling outcomes. The study differentiates between children's household chores and wage work. To understand if these two types of activities affect schooling differently, the paper explores if and how work intensity (number of hours worked) plays a role. The findings show that child work has a negative correlation with school enrollment and attendance, to differing degrees depending on the type of work and work intensity, regardless of gender. Overall, wage work is negatively correlated with enrollment and attendance disproportionately more than household chores. Work intensity seems to play a smaller role, but it still matters when looking at girls' participation in household chores. Working long hours does not seem to have a link with the likelihood of being enrolled and attending school, although it could affect learning outcomes as it reduces the amount of time dedicated to homework and study. However, the data source being some years old, the analysis may not fully reflect the most recent economic and social developments and conditions in Myanmar.

Although the research is the generalized view, the target population of this research became the employees working at a garment industry in rural area. A sample of 200 employees working at Hakers Enterprise (Myanmar) Co. Ltd in Pathein Industrial Zone was selected as the respondents of the study with the simple random sampling procedure. The study is in-depth learning of the life of the blue-collar employees in the garment industry and their expectations on TVET training programs. Based on the findings of their expectation and belief, the TVET training programs can be drawn. The descriptive method is used to present the data findings of the research through frequency data. SPSS data analysis software was used to analyze the data collected from the respondents. Most of the respondents of this study had lower income and lower education and strong desire to attend the TVET training programs for their career development. They have a strong belief of TVET programs that they can change the life of Myanmar. This research focus is limited and not to contribute the overall garment sector. The future researcher may focus on the study to explore the life and expectation of white-collar employees. The Myanmar Government can infer the finding of this research in the projects of sustainable development of Myanmar, especially in the education and career development projects.
