At first it is necessary to give definitions of the rather vague terms "multiculturalism" and "integration". That will be done in chapter two. Chapter three then introduces four main governmental policies in dealing with multiculturalism and takes a look at their theoretical backgrounds. The main part of this paper, chapter four, deals with the lively multiculturalism vs. integration debate in Great Britain. After the major points of Phillips' speech are presented it is important to give some general facts about multiculturalism in the UK in order to give the discussion a solid basis. There have been plenty of reactions towards Phillips' speech. Supporters and opponents of his theses have publicly underlined their statements in manifold opportunities. It is not possible to hear them all. Therefore only a relatively small but hopefully well-balanced selection can be given. Finally some own thoughts and ideas will be presented in the conclusion. Unfortunately most of them can only be causes for thoughts because they again lead to a much wider topic which would be part of a new paper.

Book excerpt: After the 7 July and 21 July 2005 attacks on London the government-sponsored effort to 'prevent extremism together' has repeatedly acknowledged the central role of anger at UK foreign policy in the radicalization of some British Muslims. This acknowledgement has been incorporated into a 'comprehensive framework for action' centring upon the need for increased 'integration' and an effort, critically, to re-work British multiculturalism as a means to combat terrorism. Examining the history of multiculturalism in Britain and the tradition of living and acting 'together' that it suggests, however, raises a set of questions about the society into which integration is supposed to occur, what integration might involve and its real efficacy for combating terrorists. In addressing these issues, this article suggests that the debate over contemporary multiculturalism should be situated within a much wider social and political crisis over the meaning of 'community' in the UK, to which questions of global order and foreign policy are central. Comparing the 'ethical' basis of Al-Qaeda's attacks with Tony Blair's invocation of 'values' as the foundation for military intervention reveals that both seek to realize models of community through violence and a shared process of 'radicalization' which in both cases precedes 9/11 and which might be traced back to the Gulf War of 1991. The article concludes that debate over the future of multiculturalism in the UK is being conducted alongside and is implicated within a second, violent global conflict over community: one which is central to, but essentially unarticulated within the domestic context.

This book intends to address the relationship between, on the one hand, cultural diversity resulting from migration, and, on the other hand, social cohesion and social justice within Western societies. In order to do this, the authors examine what can be described as two contradictory trends in recent public policies towards foreign people or people with a foreign origin. A book that aims to provide a trans-disciplinary analysis of the construction of “otherness” in North America and Europe. EXTRAIT In October 2010, in a very polemic context on immigration and immigrant integration, the German Chancellor, Angela Merkel, announced that Germany was to be considered a multicultural failure, words that were soon echoed by the Belgian Prime Minister Yves Leterme. A few months later, the British Prime Minister David Cameron and the French President Nicolas Sarkozy announced the failure of multiculturalism in almost identical terms. These sensational statements, which by and large avoid defining the concept of multiculturalism, are based on a reaffirmation of “Western values” and strengthening of national identity. These statements express the need to review the policies on integration of immigrants, in the sense that they should be more active and voluntarist, more organized by the state and more supported by the EU. In the background, one can see fear for Islamic extremism, but also the idea that the nation states can put some obligations on immigrants, and that for a too long time we have been focusing on “those who arrive”, rather than on “the society that welcomes them”. These speeches are situated in a politico-legal context that in recent years was characterized by an ambivalent attitude towards diversity in Europe. On the one hand, we have seen accusations of racial, ethnic and religious discrimination, based on antidiscrimination legislation boosted by a strong European equality legal framework. On the other hand, we have seen denouncements of the perceived risk posed by Islam in Europe. These policy statements are also a result of numerous publications, often widely discussed in the media that outline the dangers of Islam in Europe (especially in the Netherlands). These political positions have also led to political decisions demonstrating the lack of legitimacy of Islam in Europe, such as the ban on building minarets in Switzerland or the Burqa bans adopted in the name of protecting national values and the “living together”, notably in France and Belgium (2011).

Britain today is a more open society for minorities than ever before, but it is also a more fragmented one. Goodhart argues that an overzealous multiculturalism has exacerbated this problem by reinforcing difference instead of promoting a common life. The multi-ethnic success of Team GB at the 2012 Olympics and a taste for chicken tikka masala are not, he suggests, sufficient to forge common bonds; Britain needs a political culture of integration. Goodhart concludes that if Britain is to avoid a narrowing of the public realm and sharply segregated cities, as in many parts of the U.S., its politicians and opinion leaders must do two things. Firstly, as advocated by the center right, they need to bring immigration down to more moderate and sustainable levels.
