Book excerpt: Rather than ease up, the MFA has been getting tougher on most developing country exporters of textiles and clothing. Trade gains for new exporters (except for marginal suppliers) due to MFA have been exaggerated; main beneficiaries were the domestic producers in industrial countries.

The full report analyzes the issues affecting income security for the elderly in both developing and industrial nations. Systems providing financial security for the old are under increasing strain throughout the world. Changing demographics have led to an increased proportion of old people in the general population. Traditional means of support for the old, such as extended families, are weakening. Meanwhile, formal systems, such as government-backed pensions, have proven unstable. For these reasons economists, policymakers, and government officials are exploring ways to address such issues as: *How to ensure financial security for the old and the best ways of paying for such security *The roles of the public and private sectors when systems are used to enhance rather than detract from economic growth. This study, the first comprehensive and global examination of old age security, addresses such issues. It identifies three functions of old age financial security programs--redistribution, saving, and insurance. It evaluates the policy options for meeting these functions using two criteria: their impact on the aged and their impact on the economy as a whole. The study suggests that financial security for the old and economic growth would be better served if governments relied on three systems: 1) A publicly managed system with mandatory participation and the limited goal of reducing poverty among the old 2) A privately managed mandatory savings system 3) A voluntary savings system. These three systems would ensure against the many risks of old age. The study concludes that a combination of different income security policies is more effective than any single approach and that all countries should begin planning for their aging populations now. Here the authors endeavor to fill several gaps in the literature on the MFA. Citing specific examples, they demonstrate how quota implementation begins with an initial regulatory system that becomes increasingly complex and discretionary as rules are changed and new ones added.

Competition is a buzz word in economic policy and in commerce. Yet it is given widely varying roles in different models and is viewed in very different ways by different schools. This book, published in 1991, provides a clear exposition of the major theoretical approaches to competition and an assessment of competition policy in the major economic powers.

This study is unusual in approaching preventive diplomacy by issue areas: it looks at the way in which preventive negotiation has been practiced, notes its characteristics, and then suggests how lessons can be transferred from one area to another, but only when particular conditions warrant such a transfer. The distinguished contributing authors treat eleven issues: boundary problems, territorial claims, ethnic conflict, divided states, state disintegration, cooperative disputes, trade wars, transboundary environmental disputes, global natural disasters, global security conflicts, and labor disputes. The editor's conclusion draws out general themes about the nature of preventive diplomacy.

Available in PDF, EPUB and Kindle. Book excerpt: The only comprehensive historical analysis of the globalization of the U.S. apparel industry, this book focuses on the reemergence of sweatshops in the United States and the growth of new ones abroad. Ellen Israel Rosen, who has spent more than a decade investigating the problems of America's domestic apparel workers, now probes the shifts in trade policy and global economics that have spawned momentous changes in the international apparel and textile trade. Making Sweatshops asks whether the process of globalization can be promoted in ways that blend industrialization and economic development in both poor and rich countries with concerns for social and economic justice—especially for the women who toil in the industry's low-wage sites around the world. Rosen looks closely at the role trade policy has played in globalization in this industry. She traces the history of current policies toward the textile and apparel trade to cold war politics and the reconstruction of the Pacific Rim economies after World War II. Her narrative takes us through the rise of protectionism and the subsequent dismantling of trade protection during the Reagan era to the passage of NAFTA and the continued push for trade accords through the WTO. Going beyond purely economic factors, this valuable study elaborates the full historical and political context in which the globalization of textiles and apparel has taken place. Rosen takes a critical look at the promises of prosperity, both in the U.S. and in developing countries, made by advocates for the global expansion of these industries. She offers evidence to suggest that this process may inevitably create new and more extreme forms of poverty.

Available in PDF, EPUB and Kindle. Book excerpt: This volume provides a comprehensive assessment of the likely effects of the Uruguay Round agreements on the dynamic economies of East Asia. The rapid development of these countries owes much to the strong export performance and unilateral deregulation of their economies in recent years. Their major stake in maintaining the integrity of the global trading system was demonstrated by their active participation in the negotiations. The impact of the Uruguay Round liberalisation on East Asian economic development and policies is evaluated using sophisticated CGE models to estimate the effects on trade and income. The strengthening of trade rules and dispute settlement procedures are examined by a group of world trade experts. They establish that some gaps in the system remain to be tackled (anti-dumping, regional discrimination) and that some new problems are pending (competition policy, investment).
