Book excerpt: In this paper, we empirically assess the effects of the winner's curse in auctions for toll road concession contracts. Such auctions are common-value auctions for incomplete contracts prone to pervasive renegotiations. We address three questions in turn. First, we investigate the overall effects of the winner's curse on bidding behaviour in such auctions. Second, we examine the effects of the winner's curse on contract auctions with differing levels of common-value components. Third, we investigate how the winner's curse affects bidding behaviour when we account for the possibility for bidders to renegotiate. Using a unique dataset of 49 worldwide concessions, we show that bidders bid less aggressively in toll road concession auctions when they expect more competition. In addition, we observe that this effect is larger for projects where the common uncertainty is greater, but weaker in weaker institutional frameworks, in which renegotiations are easier, implying opportunistic behaviour.

For concessions the standard is a first-price sealed bid auction in which bidders submit sealed envelopes containing their offer and the highest offer determines the price. In two-stage bidding the technical parameters of the bids are made comparable in the first stage, and only the main offer on the core bid parameter is submitted in the second. In these auctions, the regulator typically sets the franchise term and firms bid on tolls, or, alternatively, the regulator sets tolls and the winner is the firm that asks for the shortest franchise term. In this paper we argue that many of the problems that highway franchises have encountered are due to the fact that the franchise term cannot adjust to demand realizations. We propose a new auction mechanism where the firm that bids the least present value of revenue from tolls (LPVR) wins the franchise. With this scheme, the franchise length adjusts endogenously to demand realizations. Assuming that the regulator is not allowed to make transfers to the franchise holder that firms are unable to diversify risk completely due to agency problems auctions are optimal, even when the regulator does not know firms' construction costs. Furthermore, for demand uncertainty and risk aversion parameters typical of developing countries, welfare gains associated with substituting a LPVR auction for a fixed-term auction are large (e.g. one-third of the cost of the highway).

Book excerpt: 'Public-Private Partnerships for Urban Water Utilities: A Review of Experiences in Developing Countries' analyzes the market growth of Public-Private Partnerships (PPPs) in the developing world since 1990, and the performance of more than 65 large water PPP projects representing more than 100 million people for access, service quality, operational efficiency, and tariff levels. Although a relatively small portion of the water utilities in the developing world are operated under PPPs (about 7 percent in 2007), the urban population served by private water operators has grown every year since 1990. Despite many difficulties encountered by PPP projects and a few contract terminations, a large majority of contracts awarded since 1990 are still in place. The track record for improving service and efficiency reaffirms the value of PPPs to help turn around poorly performing water utilities, even though the level of private financing did not match initial expectations. Over time, a more realistic market has developed, the number of private investors from developing countries has grown, and contract designs have become more pragmatic concerning risk allocations between partners. The water sector has many features that set it apart from other infrastructure sectors. This book suggests the need for careful consideration of those specificities to successfully involve private operators. Although concessions with private financing have worked in a few places, contractual arrangements that combine private operation with public financing appear to be the most sustainable option in many countries. Policy makers, stakeholders, and donors need to remain heavily engaged in the water sector, especially in the poorest countries and during a global financial crisis. This book contributes to a better understanding of the various options to tackle the many challenges of providing water and sanitation services to urban populations in the developing world.
