These businessmen, economists, community workers, and architects went south with the gospel of the New Deal on their lips, but Latin American realities soon revealed unexpected possibilities within the New Deal itself. In Colombia, Latin Americans and U.S. advisors ended up decentralizing the state, privatizing public functions, and launching austere social welfare programs. By the 1960s, they had remade the country’s housing projects, river valleys, and universities. They had also generated new lessons for the United States itself. One aspect of this development that has yet to be fully understood in social policy analysis is the engagement of businesses to address social problems, such as social exclusion, through activities labelled as 'corporate social responsibility' ('CSR'). Although CSR has gained increasing currency on both national and international policy agendas since the 1990s, it remains a topic which is predominantly researched in business schools and from a business perspective. This book aims to redress this imbalance by focusing on the social aspect of CSR. Based on interviews with a wide spectrum of people who work with CSR professionally in England, Denmark and in the EU Commission, the book argues that when CSR is linked to social exclusion it is a way of renegotiating responsibilities in mixed economies of welfare. The book also offers a comprehensive historical understanding of CSR as it traces the emergence and development of CSR in West European welfare economies as diverse as England, Denmark, Sweden, Norway, Germany and France. By situating CSR within the conceptual framework of the mixed economy of welfare and using Historical Institutionalism as a theoretical perspective to explore and explain the relationship between the welfare state and CSR, this book makes an innovative contribution to critical debates in comparative social policy.

This book will be of interest to students, scholars and practitioners of welfare by developing three innovative approaches. Firstly, it illuminates the productive nature of public/private entanglements. Far from amounting to a zero-sum game, the interactions between the two sectors have changed over time what welfare encompasses, its contents and targets, often engendering the creation of new fields of intervention. Secondly, this book departs from a well-established tradition of comparison between Western nation-states by using and mixing various scales of analysis (local, national, international and global) and by covering case studies from Spain to Poland and France to Greece in the nineteenth and twentieth centuries. Drawing on archival evidence from three contrasting counties - Durham, Warwickshire and Kent - between 1550 and 1725, the book assesses the contribution almshouses made within the developing welfare systems of the time and the reasons for the enduring popularity of this particular form of charity. Post-Reformation almshouses are usually considered to have been places of privilege for the respectable deserving poor, operating outside the structure of parish poor relief to which ordinary poor people were subjected, and making little contribution to the genuinely poor and needy. This book challenges these assumptions through an exploration of the nature and extent of almshouse provision; it examines why almshouses were founded in the late sixteenth and seventeenth centuries, who the occupants were, what benefits they received and how residents were expected to live their lives. The book reveals a surprising variation in the socio-economic status of almspeople and their experience of almshouse life.
