Despite increased Chinese investments in transport, energy, communications, and manufacturing, sub-Saharan Africa is yet to see tangible economic and development benefits according to the multidimensional Productive Capacities Index (PCI). External trade is dogged by the same problems as during the colonial era, with primary commodities dominating exports to China, and industrial or manufacturing products dominating imports, thereby leaving the region exposed to external economic shocks. The book considers whether there are lessons to be learned from the experience of Asian countries such as Vietnam, proposing pragmatic, coordinated, non-ideological, and non-confrontational policy approaches to development. Revisiting these episodes in a dramatic tour of humanity’s moral history, The Last Utopia shows that it was in the decade after 1968 that human rights began to make sense to broad communities of people as the proper cause of justice.
