Book excerpt: This note provides a brief overview of policies and practices as observed in seven European NATO countries: Belgium, Denmark, the Federal Republic of Germany (West Germany), France, the Netherlands, Norway, and the United Kingdom. This survey of manpower force mixes (active/reserve, conscript/volunteer) and utilization policies shows that national differences tend to be reasonable responses to local conditions that are not easily altered. The observed differences in manpower procurement and utilization policies also raise doubts about how to sum the NATO parts and about the meaning attached to NATO/Warsaw Pact comparisons as they are usually presented. Current manpower procurement policies tend to reflect traditions, but the use of conscripts has adapted to military and nonmilitary changes in the environment since World War II. Some of the adjustments reflect civilian sector developments, and others reflect military developments.

Changing military manpower systems (MMS) entails economic, social, and political costs that often prevent states from adopting reforms even when doing so would better serve the interests of the state. Nevertheless, fundamental changes to states’ military manpower policies such as the U.S. decision to replace its cadre/conscript system with an all-volunteer force in 1973 occur relatively frequently, challenging the idea of institutions as enduring, or “sticky,” entities that are difficult to transform or destroy.

Book excerpt: The Wars in Iraq and Afghanistan mark an era of unprecedented outsourcing in contingency operations. Although significant outsourcing occurred in prior wars, never has the scale been so large for so long. Counterintuitively, as outsourcing increased, the number of government acquisition personnel decreased. This led to waste, fraud, and abuse. The Commission on Wartime Contracting made several findings and recommendations to prevent future contract administration problems in contingency operations. A principal concern is that the U.S. military needs to increase the number of acquisition experts, change its culture, and treat government contracting as a core competency. In response to outsourcing concerns, the Office of Federal Procurement Policy issued Policy Letter 11-01 on the Performance of Inherently Governmental and Critical Functions. The Letter provides strategic-level guidance to federal agencies to assess risk and accountability when outsourcing. Although the Letter provides helpful guidance, it is only a first step. More is needed to prevent the contract administration failures of the wars in Iraq and Afghanistan from recurring. This Paper examines further-needed steps and ways in which the U.S. military can change its culture and make government contracting a core competency

The scope of the study was very broad in an attempt to capture the wide range of social, economic, organizational and psychological affects that technological change is expected to bring. The review of the literature was divided into four sections; general, discipline-specific, civilian sector forecasts, and military forecasts. The general section reviewed popular Futurists and authors who have focused on the broad effects of technological change. The discipline-specific section reviewed the theory of technological change within four specific areas: economics, sociology, organizational theory, and psychology. The civilian sector forecasts reviewed labor forecasts for the year 2000 and specific industry forecasts for various industries. The military literature review was structured under policy, the future battlefield, manpower, technology, military medicine, and the defense industry headings. The literature was then synthesized to reveal several dominant trends in society, work and the military that result from technological change. These trends include: shifts in the occupational structure towards white-collar employment; an increase in the average educational quality of the future workforce; decentralized, smaller scale organizations; and movement towards an electronic battlefield. Finally these trends were developed into a possible scenario for 2025. The scenario was presented in three parts: the environment, civilian forecast, and military forecast. Conclusions from the scenario that will impact defense policy included: force reductions, high quality personnel requirements, several personnel issues, and increased requirements for training.
