In response to the raid, President Woodrow Wilson authorized Brig. Gen. John J. "Black Jack" Pershing to organize an expedition into Chihuahua, Mexico, in order to kill or capture Villa and those responsible for the assault. By 15 March, 4,800 Regular Army soldiers had assembled in Columbus and Camp Furlong, the Army garrison just outside of the town's center. These men fanned out into the Mexican countryside on horseback in small, highly mobile cavalry detachments-sometimes led by local guides or by the Army's Apache scouts-that could cover large swaths of sparsely populated and rough terrain. Cavalrymen employed skills and strategies developed in the preceding decades on frontier campaigns in the West and in warfare against irregular, guerrilla forces in the Philippines. The Mexican Expedition, popularly called the "Punitive Expedition," was to be one of the last operations to employ these methods of warfare and one of the first to rely extensively on trucks. It also provided a testing ground for another new technology-the airplane. During the eleven months that Pershing's expedition was in Chihuahua, U.S. troops failed to kill, capture, or even spot Pancho Villa, but the impact of the expedition reached far beyond the deserts of northern Mexico. The approximately 10,000 regulars that served in the Punitive Expedition gained experience in large, multiunit field operations at a time when small-unit actions were the norm. Eighteen Americans were killed and a number of buildings were burned to the ground before the U.S. Cavalry, inflicting heavy losses, drove Villa and his mounted band back into Mexico. Frank Tompkins, a Major in the U.S. Cavalry at the time, led the counterattack against Villa’s mounted men on March 9th, and was with General John “Black Jack” Pershing during the subsequent year-long “Punitive Expedition” that sought to capture the elusive Villa in Mexico. The Columbus Raid and Punitive Expedition proved to be the last major campaign of the U.S. Cavalry. At the same time it presaged the more modern military techniques that would soon be employed by American forces in World War I. First published in 1934 and long out of print, “Chasing Villa” is a sound and literate record of milestone events in Western history, military history, the Mexican revolution, and the last of the horse cavalry.

Catching Villa would prove to be difficult, and to do it, Black Jack Pershing and his force needed to rely on local intelligence. Pershing referred to his intelligence-gathering organization as the Intelligence Section, whose officers interrogated prisoners, recruited guides, interpreters, and informers, and organized a secret service of Mexican expatriates who were more than willing to provide their services against Villa. There were a number of Japanese who were employed with mixed results, and a few reliable local Mexicans were employed in the Secret Service with fairly good results. The narrative is itself a reflection of the success of the Intelligence Section in gathering information in the field and preserving what was gathered in detailed, written reports. The reports would not have been possible without the cooperation of the local population, particularly in the Guerrero district and specifically in the pueblo of Namiquipa. Both were hotbeds of Villista sentiment, and early Expedition reports stressed the hostility of the locals. Within a matter of weeks of its arrival, however, the local situation had changed radically. Local farmers were collaborating with the Americans, selling their labor and supplies to the troops and, more importantly, furnishing the invaders with military intelligence.

Foulois, a lantern-jawed, bantam-weight former enlisted man, the squadron included eleven officers, eighty-two enlisted men, and one civilian technician. Under Foulois's direction, the men unloaded an automobile, six motorcycles, and twelve motor trucks, vehicles rare in 1916 New Mexico and even rarer in an army still wedded to the horse and mule. These were followed by wooden crates containing eight wood, wire, and fabric Curtiss JN-3 biplanes, every airplane owned by the U.S. Army, save those assigned to its aviation school at San Diego, California. The squadron was in Columbus to join an expedition commanded by Brig. Gen. John J. "Black Jack" Pershing. President Woodrow Wilson had ordered Pershing's force into Mexico in response to a March 9 attack on the tiny border town by the Mexican desperado, Francisco "Pancho" Villa. The event was auspicious. For the first time, the U.S. Army's entire air force-the 1st Aero Squadron-had deployed for an active campaign. The course of the Punitive Expedition can be quickly summarized. Pershing's forces crossed into Mexico on March 15, 1916, and for the next month, several carefully coordinated cavalry columns pressed southward hrough the state of Chihuahua in an effort to locate Villa, while trying to avoid confrontations with troops loyal to the Mexican government, who were unhelpful at best and often downright unfriendly. Behind the cavalry, the expedition was supported along a lengthening line of communications extending from Columbus through bases at Colonia Dublán, Namiquipa, Bachíniva, SanAntonio de los Arenales, and Satevó, the last over three hundred miles from the United States. The hard-riding cavalry ultimately reached Parral, another seven-ty miles south of Satevó, where a fight with Mexican government forces on April 15 marked the southern terminus of the American advance. Subsequently, at the limit of his logistic capability and concerned about threats to his extended line of communications, Pershing assumed a defensive posture. He organized the area controlled by the Punitive Expedition into districts, each patrolled by a cavalry regiment that harried guerrillas and kept an eye on government forces. Pershing maintained this position until the Punitive Expedition withdrew from Mexico early in 1917. The 1st Aero Squadron played a significant role in the Punitive Expedition, but, in dramatic contrast to how an air force functions today, it served as a means of communication and observation, not as a combatant arm. Some experiments with bombs and machine guns had been conducted, and the war in Europe was quickly turning the airplane into a serious weapon of war. Nevertheless, U.S. Army leaders envisioned aviation's primary mission to be the receipt and trans mission of information for tactical commanders and long-distance scouting as an adjunct to the cavalry. Accordingly, during the mobile phase of the Punitive Expedition, the 1st Aero Squadron enabled Pershing to locate and communicate with his widely dispersed, fast-moving columns and carried dispatches between Pershing's main and advanced bases. The squadron also scouted for hostile forces and kept a watch for threats to Pershing's line of communications. As will be seen, these efforts were made in some of the worst weather and poorest conditions imaginable, and by the end of April, all eight airplanes had been destroyed. During the static phase of the Punitive Expedition, the 1st Aero Squadron remained at Columbus, where Foulois and his men operated a test and evaluation program for a wide variety of airplanes and aviation equipment. During both phases of the campaign, the officers and men of the 1st Aero Squadron learned lessons about airplanes, equipment, and operations in the field that would be applied in France less than a year later.

The rapid mobilization and deployment of the Guard forces broke the rapid escalation of violence, averted immediate war, changed the environment, and were instrumental in shifting the initiative, tactically and diplomatically, back to the Americans. Although there was no decisive victory by General John J. Pershing's punitive expedition deep inside Mexico and the National Guard struggled to meet the War Department's division-level collective readiness expectations, their ability and commitment to mobilizing quickly resulted in termination of the conflict on terms favorable to the United States. While reviewing literature on this topic, two common themes emerged. The first was that few writers have written, in any depth, regarding the operational and strategic impact of the National Guard's 150,000 soldier deployment to the border. The second is that few writers attribute the termination of hostilities to that deployment. This paper reviews President Wilson's actions and misunderstanding of the problem. It also briefly describes how the National Guard (organized militia) evolved very quickly. And finally it attempts to cast a different light on the Pershing Punitive Expedition to illustrate how this action inadvertently incriminated the environment and escalated tensions to near all-out war. Amidst war plans which lacked substance for mass mobilization, an extremely short timeline, toxic rhetoric from preparedness-movement advocates, and confusion about their new role under the Defense Act of 1916, the citizen soldiers got to the border quickly and changed the dynamics of the environment. It was not a decisive victory but Wilson understood it was good enough.
