Book Synopsis Public Administration in East Asia by : Evan M. Berman
Download or read book Public Administration in East Asia written by Evan M. Berman and published by Routledge. This book was released on 2017-09-25 with total page 677 pages. Available in PDF, EPUB and Kindle. Book excerpt: Written by leading experts, Public Administration in East Asia: Mainland China, Japan, South Korea, Taiwan examines the inner workings of governments in East Asia, in particular its public administration and related public policy processes. It focuses on the apparatus of government — the agencies, their values, context, and policies within which they operate. Organized in parallel sections, the book covers the history, public policy processes, organization, HRM, ethics, corruption, intergovernmental relations, performance management, and e-government. It discusses each of these topics separately for Mainland China, Japan, South Korea, and Taiwan, providing an unusual and important comparative perspective. The book includes essential knowledge and facts, discussions of emerging issues, and useful resources for further reading. It addresses questions such as: What is the history of public administration in East Asia? How are decisions made? What is the role of Confucianism in shaping public administration? How does the developmental path affect public administration? Why is performance management emphasized? What is the state of citizen participation? How are ethical underpinnings of the civil service different from the West? Why are intergovernmental relations an essential issue in East Asia? What are the politics behind world-class achievements in IT? What is the nature of civil service reform? What is the nature of efforts to combat government corruption? You can find many books on trade policy and politics that sometimes give good insight into the operation of government agencies. You can also find a few edited books that contain single chapters on countries in the Asia-Pacific region. What is missing, however, is a single resource that provides an overview with depth on matters solely about public administration. This state-of-the-art resource brings together the fragments of existing knowledge on East Asian economies, filling the need for a comprehensive compendium that showcases the public administration practices in the region and East Asia’s innovative approaches to governance and its many challenges.
Book Synopsis Financing National Defense by : Lawrence R. Jones
Download or read book Financing National Defense written by Lawrence R. Jones and published by IAP. This book was released on 2011-12-01 with total page 509 pages. Available in PDF, EPUB and Kindle. Book excerpt: A myth from the colonial period was that Americans could defend themselves by keeping a rifle in the closet and when needed, grab it, and march off to battle in times of crisis. Unfortunately, providing national defense is more complicated that that; indeed it was more complicated even during the Revolutionary war. General George Washington’s struggles to form a standing army supported by workable logistics and supply processes and to get funding for both from the Revolutionary Congress are well documented. Financing national defense requires planning and resourcing in advance. Reacting at the instant of crisis is too late. Building an educated, highly trained and capable Armed Forces and the acquisition of defense weapons and weapons systems has long lead times and involves making decisions the consequences of which are likely to last for decades. These decisions include how to recruit and retain military and civilian personnel as well as designing, buying and fielding a vast array of ground weapons, ships, aircraft and other weaponry. A decision to buy a major defense weapons system for example sets in motion a chain of other decisions that will affect the U.S., its allies and enemies around the world. Implementation of such decisions is financed through the U.S. federal government and Department of Defense budget processes in a planned yet highly and pluralistic and disaggregated system for determining how to advocate, acquire and allocate scarce resources in a manner that culminates in congressional and presidential approval. In this book we examine the concepts and practices of defense financing, provide a detailed description and analysis of resource policy decision making, financial management and budget execution processes, and analyze the most significant features of the national defense and U.S. federal government resource decision and management system. The book assesses the numerous factors, including those that characterize the complex budget review and appropriation decision making dynamics of Congress, that make U.S. defense finance and budgeting different from any other system in the world. In addition, in a concluding chapter the book compares U.S. defense policy and budgeting to other nations in different regions of the globe, drawing conclusions about the effects of U.S. defense policy and defense financing abroad in regions including Europe, Russia, the Middle-East and Asia.

Download or read book Value for Money written by Andrew Podger and published by ANU Press. This book was released on 2018-01-11 with total page 395 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Greater China Australia Dialogue on Public Administration has held annual workshops since 2011 on public administration themes of common interest to the People’s Republic of China, Taiwan and Australia. This book presents and discusses a selection of papers developed from the Dialogue’s fifth workshop held in late 2015 hosted by the National Taiwan University in Taipei. The theme, ‘Value for Money’, focused on budget and financial management reforms, including how different nations account for the relative performance of their public sectors. All governments face the challenge of scarce resources requiring budgetary management processes for identifying the resources required by and available to government, and then for allocating them and ensuring their use or deployment represents value for money. Such budgetary and financial management processes need to inform decision-making routinely and protect the integrity of the way public resources are used – with some public accountability to indicate that their uses are properly authorised and reflect the policies of legitimate government leaders. The chapters in this book explore budgeting and financial management in three very different jurisdictions: Australia, the People’s Republic of China and the Republic of China (Taiwan). These activist and at times innovative countries are keen to analyse and reflect upon each other’s policy achievements and patterns of public provision. They are keen to learn more about each other as their economic and social engagement continues to deepen. They are also conscious that fundamental differences exist in terms of economic development and global strategic positioning, and levels and philosophies of political development; to an extent these differences are representative of differences amongst countries around the globe.
